I believe that config option is currently not working, last I remember, because there are other mods that use the vanilla tools in a recipe.
I will find out for sure when I see Diyo next, assuming I don't forget to.
Last night mDiyo was working with Jaded and Myrathi (iirc) to fix that for the Magic Farm pack, so it should work whenever mDiyo pushes that update, aswell as the ability to make Thermal Expansion alloys in the smeltery.

There are no modifiers that pertain directly to the bow. there is no way to increase draw speed right now.
Tinekrs is not balanced around other mods, so how Diyo codes armor and heart canisters and such might break the balance to other mods.
HEart canisters are only no brainers if you have a bunch of wither bones and diamonds lying around that you aren't using. =P

Withers are one of the reasons heart canisters exist.
UHS (Ultra Hard Survival) is another good place to use the heart canisters. With natural health regen turned off, extra hearts come in handy. (For those who want to play UHS, the FTB code for the pack is "UHS")

found a bug: if you have more then 10 hearts the no natural regen config dont seem to work anymore, natural regen is on then even if i turn it off, it works with less then 10 hearts. i am not shure if this is a bug with only tinkers construct or cross mod, since i had aether 2 installed when i used it and that adds extra hearts to.
Before posting a bug/glitch read like 5 pages of the forum thread, it takes you like 3-4 minutes. This has been posted like 5 times, so don't worry diyo knows about it and is trying to fix it.

You could try making a wood/stone pickaxe head with the part builder, putting that into the casting table and then pouring the aluminum brass around it to create a cast. Just a different method to obtain a cast.

Hey Mdiyo, do you think I could help rename some of the items? I really like the mod, but some of the improper English like "Stone Large Plate" makes me want to throw a kitten into oncoming traffic.
Is there a specific reason anything from this mod can't be enchanted? For one, I could apply the Wither Skull I enchantment to a shortbow, and it would be incredibly glitchy but work. I cannot however enchant my kantana (Longsword) with Skyfall II, for some reason. (Both of these enchantments are from the Auxon Swarm mod)
