I cant say I've seen anything annoying about using EBXL, BOP and HIGHLANDS together, other than the fairly easy task of making biome ID's not conflict. Apart from the non-spawning oceans problem in default they all work really well together. I have some biomes that replicate each other turned off in each mod - selecting the best (in my judgement) from all three to construct some amazing worlds.
Yes sdj64 is usually quite quick off the mark when a problem crops up - he solved the non-spawning village problem very fast.
So is there a solution yet for the no-oceans problem? Like I said, the main reason I'd want another biomes mod would be to spice up the seafloor.

No, there is no solution to the no-oceans problem as its a fundamental flaw in the way Highlands is generating its biomes I think. We will have to wait for sdj64 to come up with something after his vacation if he isn't too busy with collage.
To get rid of the problem entirely, taking Highlands out of the mix is the only real solution. (Or not using any other biome mods with it and only playing on Highlands worlds - something i'd rather not do)
But I take it that you, like me, don't want to lose highlands as it provides some of the more interesting biomes? If in the meantime, as we wait for a fix, you might want to introduce additional ocean biomes from other mods to your 1.5.2 world (i'm not updated to 1.6.2 so cant help you there) to increase the odds of oceans showing up.
I run 1.6.2 Highlands worlds. What I wonder is, can Algaecraft be configured to work with Improved Oceans?
Regarding the Ocean issue there is some sort of bandaid that can be used. I was trying to see if I could use other biomes slots to make the oceans spawn, this is what I found:
- If there is a Highlands biome that you are not using in your game and is coming before the Improved Oceans in the config file, you can reactivate it then change the Ocean ID to be the same (for example Highlands Oceans are 179, I'm not using Dunes which are 157 so I switched back Dunes generation to true and gave Oceans the 157 ID).
If you do, Oceans will spawn in place of the replaced biome.
- If you want large oceans and you don't like Ice Plains, you can change the Improved Oceans ID to 12. Now they will spawn instead of Ice Plains in your world.
- This is a bandaid because in both case the new islands won't spawn, in fact it appears the Oceans will use the sub-biome generation of the biome they replace. For example in the case of the Ice Plains you will see Ice mountains rising out of the sea from time to time (which looks actually quite good... if you don't mind all of your Oceans looking like their from the North Pole)
- It is not possible to generate normal Oceans with that method, only Highlands ones.
Saaay...in a properly generating world, could you use the same technique to produce normal oceans with Improved Oceans islands? I bet that would be perfect for making the islands compatible with seafloor mods.

- Ice Mountains ID is 13, Frozen River is 19. To completely turn an Ice Plain into an Ocean, switch the "Desert Island" sub-biome ID to 19 (this will get rid of any layer of ice still above the sea). Then chose whatever biome you want to use as Islands. Switch its generation to FALSE then switch its ID to 13. This will prevent it from being generated the normal way but it'll still appear as an island within the Ice Plains now turned into an Ocean! (in my case I used the Tropical Islands that way)

Create a new text file in the same folder as the AMIDST.JAR file - Note: It must be the Jar version
Add the following to the file:
Assumption: You have minecraft installed to the default directory. If not, add the following at the beginning:
set AppData=C:\Minecraft\1.6.2-Client
NOTE: replace path with whatever the path to your install location is
Rename file to "Start.bat" (make sure you have filename extensions on)
Run
It will ask you to select a profile (from the list of profiles you have created) - Choose Default
Enjoy
EDIT: It works almost identically to 1.5's gen, so not much difference there
Also I have discovered some other mod compatability issues:
- I have noticed that if we have the Ruins mod installed, the ruin gen rate is almost doubled.
- I have noticed that with the Mo' Creatures mod installed, there are problems generating in some biomes.

On the other hand, by always working on the same world with and without Highlands there is one thing that I'm pretty sure of now. The issue is not that Highlands doesn't generate Oceans at all, but that when it shall generates an Ocean it generates an Ice Plain instead.
If you refer to the 3rd pic I posted before, you'll see that is not entirely accurate. when overlaying AMIDST's representation of where the oceans will generate, it fills it with more than just Ice Plains. My first test, it replaced the first patch of Ocean I saw, with Swampland. Behind that was jungle.

Yeah, you have to leave it as the vanilla world type - just remember, AMIDST doesn't generate modded worlds - However, if it weren't for the Ocean glitch, the Oceans and Biome edges are identical - the mods simply replace biome for biome and give you more variety.

If you go into the config file you'll find the following line:
# Disables sub-biomes, borders, and improved oceans. See Readme for more information.
B:"Safe Mode"=false
If you switch it to true you lose Highlands ability to generates sub-biomes (I do not know if it affects mountains' ability to go over the height limit) but in exchange Oceans will spawn once again.
Oh, really.... worth investigating....
Any progress with the Mo' Creatures compatability? Could it have something to do with the setting to add "Highlands_" to the front of biome names and not doing so in the Mo' Creatures configs?
Oh, I see, now I understand what was probably happening. I always forget about it but the config file in the OP was outdated a long time ago. Use that one instead as it shall have compatibility for everything including biomes with the Highlands_ prefix and a lot of other biome mods:

Nothing for Highlands specific world generation, as as you can see it truly can generate issues for the moment.
On the other hand tell them that safe mode will alow them to generate biomes the perfectly normal way, in which case Highlands works like any other biome mod out there (at the loss of sub-biomes). Also mountains I encountered in safe mode so far went up to 165+ blocks so I think their "above the ceiling" generation is not affected.

I have been watching CovertJaguars "Dark Tower" lets play - in which he uses the Highlands mod for biome generation.
To load his savegame i've downloaded all the mods, and applied his config and there are no item or block conflicts.
However, the Highland "Berries" block (default block id of 766) - which are the berries obtained when crafting the Highlands "Blueberry bush" display the text of a Railcraft item: "Woven Iceman's Backpack". Itself having an item id of 7503. Also, the berries, despite being in the highlands block list, are displayed (uniquely amongst all highlands "items") with an id of 1022 - i.e. 766+256.
Finally, I see the Highlands does not generate its biomes when Terrain:Default is chosen. It is possible to obtain saplings to highlands trees? Also - should I expect Forestry's Bees to spawn Highlands flowers in a "Default" terrain game? In a brand new test game I got the bees spawning the flowers, but when I loaded Highlands into my normal profile my bees are still only creating daisies and roses. And annoyingly those water lillies from Growtcraft that should only be spawned on water.
