Don't click on the adfly links (even if they were still good I'd avoid any such links, especially since they seem to redirect you to completely different sites when they inevitably expire), use the "mirror", you also need to change the URL from "optifined.net" to "optifine.net" as I previously explained (post 98) or it will claim that the file doesn't exist when you try to download it.
Also, it is best to use a 3rd party launcher like MultiMC to install older versions that do not have an installer, or if the installer doesn't work (the launcher just launches vanilla); in the installation settings (I don't know exactly where as I don't use it) are options for mods, one of which is "add to Minecraft jar", which is the one you want to use. If you really want to use the official launcher you can follow the instructions I gave here to manually install it (all version jsons have the same stuff mentioned, the only change is the version "id", very old versions also only list client.jar in the downloads that must be deleted).

Read the last few replies; the original AdFly links are long dead, whether because Optifine never renewed their subscription or they simply expired (I don't know how AdFly works). You need to use the direct links (mirror), which start with "optifined.net", and change "optifined.net" to "optifine.net" (else you'll get what looks like the correct download page but upon downloading the actual file it will say it doesn't exist).
1.4.6 mirror seems to be dead "File not found" This is a popular version if anyone has a copy please share. 1.2.5 also popular and mirror are dead.
I now suspect all versions prior to 1.7 are going to be dead i have not tried them all but common pattern suggests more of the same so if you have copies of these please share them as people do like playing older MC.

No version of Optifine was ever specifically made for Forge - even as of 1.21 it is still a jar mod (ask anybody who does a lot of work with making modpacks and they'll tell you why Optifine is such a bad mod, since it directly edits/replaces files, causing numerous mod compatibility issues, especially in newer versions, where you are better off using Sodium, either alone of with other mods), it just has a built-in installer since 1.6 (hence why it is a jar file, if you have Java installed properly you can simply open and run it like a normal exe file) due to the changes to how the launcher works (if you simply modify the jar it will redownload a clean jar unless you also edit the version json and rename files to make a "custom version"); I've always just installed it by manually adding the contents to the jar (I did this for 1.5-1.8, before simply not bothering since it did nothing on 1.8+), and I wouldn't ever recommend using Forge just to run Optifine since it adds a lot of unnecessary overhead (IMO, Optifine itself isn't good as it could be due to all the Forge hooks it includes, e.g. it must still call them even if Forge isn't present, adding overhead, due to this I removed them when modifying my own copy of Optifine to improve it).

You literally took three words in my post out of context and went on a tangent with it. There is no need to over analyze stuff all the time and interject something that was said by someone else. Yes you can load any Optifine version as a jarmod because its not actually a forge based mod, its just that Forge has the ability to load .jar
I was making a generalization without over thinking it at the time. The main point is to show others that may not be aware that you have to change the domain to the new one and then the file type will change depending on what version you are after.
