Plugins? You mean for Spigot, CraftBukkit and whatever server engine is used for that nowadays? I wonder if those need MCP at all... If they really work for MC 1.9, then I guess they don't. Thanks for the heads-up!
I myself only use the Dynmap Forge mod. That needs Forge and Forge needs MCP. MCP and Forge haven't updated to 1.9 yet, so Dynmap Forge can't really update to 1.9 yet.
So to rephrase my earlier answer:

I loaded it up on my server and the new blocks seem to be rendering fine. I can see all the chorus trees and cities in The End.
This is not related to plugin, this is a generic networking knowledge and generic config reading skills.
How do you even starting server without knowing anything about networking or with such glaring inability to read and understand configuration files?
IPs are unique (mostly). If you have the same IP as someone else, then they're on the same computer. If they're on the same computer, then one of you needs to have their server set up for a different port. That means different port for clients connecting to the server, different port for anyone connecting to dynmap, etc.
So, if you don't know anything about this already, then someone else is managing your server's hardware I'm guessing. And if that's the case, you should be asking them.
If I'm wrong, and you have complete control over the machine running your server, and it's not running any other servers...you have a lot to learn, and frankly it's surprising you got this far.
Give that a read. Then reconsider the problem. And when you are in need of tech support, you really should start with as much detail as you can (minus personal details). Otherwise people who would be helpful get frustrated quickly and give up on you. Some sooner than others, as you may have just noticed.
forge on mineOS (latest forge, MC 1.7.10), the latest from mike primm's build server, unsure, yes from the console haven't tried from the client though, they appear to work normally.
it seems to function just fine although i never see the dynmap message i used to about starting the web server and all that in the console when the server starts up and also the webpage to view the map doesn't load, logs here: http://paste.ubuntu.com/15202233/

i keep making the same mistake, i think "oh, i've given them a few months, surely it'll be fixed by now" THAT is why i seem to ALWAYS be angry to some of you, my advice is to get the lead out.

yeah i don't understand, is there something about dynmap that doesn't like a debian os maybe? no clue what i did wrong, the page times out on the default settings using the local address.
ports are forwarded and visible of course as well and all that.

Yeah, the 1.8.9 plugin does not work on 1.9.
I tried it on my server, which uses Spigot, yesterday. When it didn't work I opened an issue on the Dynmap github respository.

Remove that file and download plugin anew. It seems you have a decompiled (developer's) version of mod in the folder, instead of regular one.
