I remember this being a problem back when I was on the ExtraBiomes XL team. It was a problem introduced with the Anvil world type, but we eventually got it fixed. I forget how ScottKillen fixed it (It was something to do with adding (byte) in front of some line in ChunkProviderGenerate or something), but I never ran into the problem with my mod, except when I messed around with ModLoaderMP back when I first started it.
I figured it out, or rather somebody figured it out for me, so I'll remind you: not much point in casting to a byte when the number is above 255.
Anyways, much appreciated, and several of your biomes are excellent.

The huge deciding factor for me using Biomes o Plenty though, is that it doesn't lag. XL lags a LOT for me. I dunno why, it just does. This one doesn't. So, yeah. Awesome mod.

* Fire appears in place of empty body and leg armour slot.
* Lava and water aren't animated.
* No placement sound, footsteps, or pick up sound.
Take note that due to previous modding giving me a hard time and Forge being obnoxious about copies, I had to completely clear my .minecraft folder and thus only used Forge and BOP.
Basically make it so that your wooden planks can be used in mod recipes that require wooden planks. I'm not sure if that already is the case, if so, just ignore me/him.

It's definitely not a problem with Biomes O' Plenty, as no parts of my mod touch any classes that could possibly cause that.
Oh, I guess it's some Forge feature? I'll look into it then.
It's been fixed for the next update.

Speaking of which, the update should be out sometime next week. I have 2 more biomes to add, along with a few new blocks that I plan on adding, including bamboo thatching, and quicksand. I'm also going to polish more of the existing biomes, and look into increasing mod compatibility.
This way we don't need to use the ModControl mod for spawns...
Silentspy and I were talking about it, but if it happens, it won't be for some time at least. I'm still getting back to the mod and trying to get this update done, and big things like that take time.

What do you think will fix this?
That honestly sounds like a texturepack problem, more than anything. Texture packs problems almost always pick up on animated textures. Just curious... are you using a launcher? MCPatcher is incompatable with forge. Every other launcher works with it though.
