Most definitely not. Bukkit is a completely different system. It has an easy installation system and thousands of plugins. Note that bukkit doesn't let you use mods that add new blocks or items, that will still require a client installation of the mod.

I am not getting any fatal MC errors when I start MC, but the mod doesn't like the ids I am putting in my properties file. It says all my items are tools or armor items, rather than bread, chops, steak, doors, enderperls, etc.

if you would read your _own_ log, then youll could read out that you try to stack TOOLS or WEAPONS. Since tools and weapons have a durability they don't stack
pointless. all of the above play nicely together, any which way you please. I use mcpatcher to install both forge and optifine without the mcpatcher texture options, along with about 50 other forge and base class mods. and if you need mcpatcher features, don't install optifine and enable those instead, simples. then just drop your forge mods where they belong, and everybody is happy.
not sure why forge devs keep telling everyone that mcpatcher is teh devil, for installing base mods it's basically the same as dropping zip files, only it keeps track of everything for you nice and neat with version profiles. probably because they just don't want to deal with noobs bungling it up and spamming for halp.
At least optifine does't insert code into your minecraft classes without your permission. The bytecode manipulation that HDPatcher uses has been the cause of so many problems it is not funny (many of them from users believing that it is a bug in my mod).
seems like an issue from some ancient version of the app that hasn't bothered anyone since, at least not me. either way I never ran into problems through mcpatcher with all manner of mods and textures, as long as I only enabled one hdpatcher at a time.
this mod would be way more useful if damage values were also accepted, so that we could customise items for mods as well. issues like balance and breaking enchantments are pointless to code against imo since it's a mod anyway, why restrict its function? if you really wanted to get fancy, you could have a hardcoded blacklist for certain vanilla ids, and deny enchanted items just for the sake of usability.
and while I'm dreaming I would also request something like a plugin with ID Resolver and GuiAPI that would also give us a nice menu to pick and choose through hundreds of possible mod items to change stack sizes for, thanks. very useful mod either way.
well if I could get it to work properly... your syntax example is pointlessly confusing, or requiring useless strings for some reason. why not just include a real use case? let's say I wanted to stack mushroom stew to 8, how exactly do we go about doing this? I tried
282=8
which does nothing, then I tried
ID:282=STACK:8
which allowed me to stack up to 3, then refused to add any more. then when I tested dropping/collecting them, the entire stack was dropped as one item, and duplicated infinitely when I tried to pick it up again until it filled my inventory. both completely disabled shift clicking for any edited items in the process.
nevermind got it working... sort of. ID and STACK are case sensitive for some reason, and I used lowercase which caused the bugs. very strange way of handling this input - just stating the obvious here, not going to question your logic. but when I ate the mushroom stew, I got one bowl back, while it consumed the entire stack. sooo... I'm guessing this is intended just for things like doors, or somesuch.
Using MultiMC with Forge. I've used plenty of mods so I'm pretty sure I'm loading it correctly. Unless it has some incompatibilities with other mods?

There are several bukkit plugins for this.

Are there any vanilla server mods that add functionality similar to Bukkit?

Only with Bukkit, and even that's a little flaky.
Oh man! Well that's alright. At least you're trying.
