So....how effective is this? If it has any noticeable impact on the "lag-o-meter" you could report this to the optifine guy. Frankly, light from redstone torches/repeaters is a pretty pointless feature and people with slow rigs will certainly appreciate the option to turn them off.
It is very effective! I downloaded 8x11 piston door with lots of redstone (doesn't open in 1.3 but it's not the point). A little lag with this mod.
I use optifine as my laptop is not high-end. I have constant 36 fps, enough for windowed play.
With this mod and optifine the fps dropped a little (was in range of 25-36).
Without the mod, with optifine only, there was a huge drop of fps (range between 8-25).
Edit: wouldn't making redstone tics faster defeat the purpose of this mod? That purpose being to make redstone less intensive on old computers and laptops. There is a reason redstone isn't faster and that is that the faster it is the more lag you get.
The progress is going well, the gui and toggle are finished, just need to fix some bugs.
I'm not sure if Optifine will be compatible until later, due to me editing some gui stuff, but should be fine.

I have made a mod for the people who know redstone lighting is unnecessary and would like it to be taken out.
I will expand on this mod later, and make it better but for now, here it is.

This mod CURRENTLY (I'll research on how to not do this later) modifies the base class for blocks to disable redstone lighting, sooooo... yeah.
