Minecraft, forge and mods are platform agnostic. (only very rare exceptions on some mods - Mekanism isn't one of those exceptions)
Don't use other peoples modpacks - make your own. Most if not all modpacks are designed and setup in particular ways. Take for example Infinity Evolved Expert. You can't just add random mods in and expect those mods to work.

That simply isn't true. The mods will work just fine unless some mod purposefully forces the game to crash upon loading a specific mod (which is a major no-no [I'm looking at you Gregtech]) You can add any mod to any pack and it will work, however gameplay may be affected by changes in recipes, balance, etc. The only exception to this is mods that cause some sort of conflict, though that's a very rare case due to the removal of item and block ID conflicts.
The only reason Mekanism would say that your are missing Mekanism is if you are trying to run Mekanism Generators and/ore Mekanism Tools without the main Mekanism core. Generators and Tools require the base mod to be installed as well. You should probably be using the Curse launcher to download mods if you aren't sure how compatibility and dependencies work as Curse (or Twitch as it now seems to be called) will generally handle things like that for you. For instance if you try to install Mekanism Tools it will automatically download Mekanism as well since it's required.

I love the mod and i have a suggestion. Imho the digital miner is way to OP, because just setting a filter to diamond and than waiting to farm those is not the way i expect mining. The quarry from Buildcraft is ok, but a little bit complicated to set up. Your Miner is way better to handle with.
Here is my suggestion: Please add an option in the config, called "simple_mode = true".
That means:
no filters
fixed invers mode (to mine all blocks within the range)
no silk touch

I just started a new MC 1.12 world with Mek 9.4.0.318 and a few other mods. The precision sawmill does nothing with birch logs. It cuts birch planks into sticks as usual but I think the main purpose of this machine is to cut logs into planks.
So... what's the point of the gas-burning generator?
Is it not supposed to burn hydrogen? is it supposed to burn something else?
The gas-burning generator really rocks if it burns ethylene. That can be made of biomass. With ethylene a gas-burning generator produces up to 7500 RF per tick. It requires a bit of setup though.

Well, nevermind. The new release fixes that problem.
You can add any mod to any pack and it will work, however gameplay may be affected by changes in recipes, balance, etc.
That reason alone is why you shouldn't just willy nilly change/add mods to modpacks for that very reason. Even more so if using Minetweaker. If Minetweaker comes to a point in a script where an item/block isn't registered it will error out and no longer process the rest of the script. So you will be left with a broken modpack.
This is why this mod exists - for that very reason

My goal is reduce RF output of a max size Mek Turbine to be perhaps 4x a max size BR Turbine, but I was wondering if there is a fuller explanation out there as to what these values do exactly? The Mek Turbine seems to accept an enormous quantity of steam.
I am using 1.7.10
I understand that TurbineBladesPerCoil=4 means that each coil block will handle 4 blades, so if you have 28 blades, you would need 7 coils.
The flow rates are where I'd like to know a little more.

Why don't cables connect to buildcraft machines like quarries in 1.11.2? Has it just not been implemented yet or has it been permanently removed
Is there a way to lock the contents of a bin? as in so that it only accepts the same items even if it has been emptied?

Usually the best bet if a mod has a wiki you look at it. Usually it will answer your questions if the wiki is well written

I've been playing with the turbine values in the mekansism config to try and balance the output to be suitable for my modpack.
I have been playing with these values:
I:TurbineBladesPerCoil=4
I:TurbineCondenserFlowRate=32000
D:TurbineDisperserGasFlow=640.0
D:TurbineVentGasFlow=16000.0
