I just threw some before and after FPS'. They're about 30% apart, which is nearly in line with the 33% I claimed before. Also, I didn't come up with that number, someone who was testing it did. Results will probably vary. If your L2 is big enough that it can hold the old array the FPS won't change, and if it's still too small to hold the shortened array it won't change.
Your lava decay mod fixes half of my liquid issues. Its much simpler to get rid of lava now. However water still have this annoying self replication.
May I request a mod that fixes this?

well i tried fps++ but i got more lag when i looked in an area that id get 68 fps it was around high 20-30 i think this mod was made to help people with bad graphics which isnt my problem i have a crapy cpu everything else is good

No, it's made to help people with bad CPUs. Are you sure it isn't just 1.3.1 being slower than normal? There's no way it should ever lower FPS.
For some people the improvement might be smaller than others, it's all dependent on what's holding your FPS down.

It would take out the possibility of infinite water sources, though if you want it I wouldn't mind making it.

If I can find a decently easy way of doing it I will, but with Anvil they broke the way I was doing it.
