He means if it's a private modpack you want permission for, you don't need to ask so.
If it's a public modpack you want to include Mutant Creatures in, please PM him or otherwise ask him permission first.
Basically, if you intend to post your modpack to the forums here or elsewhere to share with everyone then ask him permission first. Otherwise, just download it and have fun.

I just now installed this mod and killed the Mutant Skeleton, but I wasnt able to pick up the pieces. I did right click on them, but they didnt move a bit. So I had to delete my world. At least it gives me a chance to install another mod to work with a spawner mod I got.
I'm not sure if they'd need permission for that. Possibly, but it would be an interesting combination. It's still a lot of work involved for one of the already-existing Mutants that could be instead put towards finish other Mutants. I'm all for interesting cross-compatibilities and all, but I'd rather a mod's contents get finished first before extras like that get added on.

I did. but the first page of the mod on this website says that it can be as high as twenty. twenty isn't very common though, so I think it should be as high as people want.(in my case, 50)

lol, that's kinda the point for me. I mean, orespawn weapons can do over 500 damage. with tons of mutants, at least they have a chance. till I kill a mutant creeper, at least...

I know what the new mob in the mutant creatures mod 1.7.10. It is a spider pig. (I used the pokeball mod to find out. It tells you what the mob is)
