It's completely random, the cave is a bunch of blobs put together and each of the blobs has a very small chance of spawning a cluster somewhere in it. There should be at least one or two clusters per island, but maybe you just got very unlucky. Occasionally, you may also see them near the endstone blobs.

I've spent a good couple of hours wandering through caves in the end. Not sure if I misunderstand you or if they're just not spawning. The only other way is to just let energy leak from the extraction table right? Can I just chuck a bunch of stuff in there and let it leak till it forms a cluster?

Are you wandering through newly generated chunks? Try it in a new world, and also make sure that there's Energy Cluster item in the creative menu.

I think I've spawned a few new chunks, and I know energy clusters exist because I spawned one by accident when screwing around in creative.

when you regenerate the end, do you need a new ghost amulet for endoplasm? I chopped down enough tree faces to get like 2 stacks of stick with a ghost amulet bu no endoplasm.

Also, does stuff spawn in the same chests when it's regenerated?
