At this point I would say it's probably safe for someone to go ahead and update this mod for the creator (and everyone using it). Ngphoenix seems to either be otherwise occupied with other matters or to be on a hiatus from his mod.
Since he has not released any form of copyright information anywhere regarding his mod, nor has he responded to attempts to contact him about the mod, it should be safe to proceed with creating an updated version of the mod.
It is important to note that since the modder resides in the US the mod is technically automatically copyrighted by him. However, this automatic copyright can only be enforced if he files the paperwork to register the copyright (at which point the registered copyright would be applied retroactively to his work).
As long as the person who decides to try updating this mod gives credit to the original creator appropriately and doesn't make the download for it through any sites like Adf.ly it should be perfectly fine to go ahead and make an updated version until ngphoenix returns.
Just bear in mind that it is also good etiquette to send a message to him first explaining what you are doing and to also offer to take down the updated version you produce at his request.

There's a bit of game breaking issue in regards to the Forge requirement though. While the storage blocks can be placed an usually opened/closed, placing items most of them results in a crash due to what appears to be an outdated Forge method for handling the rendering of items.
From the research I did on this, it seems that the Forge handlers for rendered items were updated/tweaked a while back. As a result, some mods that use the old handlers are unable to work properly if the user is using any version of Forge with the updates in question.

yes that was forge 3.X.X.XXX and it would not be compatibe with any newer forge mods without updated hooks
I get a white screen crash when i try and open any of the new chests/cabinets or whatever. I am running a bit of mods, but i dont know if any of them would conflict for some reason.

This Mod wont work, For the reason that Modloader MP is no longer in compatibility with MCForge.
Indeed it sucks and I wish it was working, But Unfortunentally Until The creator finds a way to break from Modloader MP, This mod is Broken..
i just gota weird glitch:when you put a lock on a door multiple times,you will not lose the lock, if you get it back you will get a second lock and if you have TMI,you will get 111 locks!weird aint it?(im not on creative)
