No, it's not quite dead, it's development has just slowed down a lot. I'm guessing Benimatic is just simply too busy with real life to work on TF much right now. The last entry on the day-to-day changelog was on the 2nd of this month so I doubt it's died out completely.
And I think you're being dramatic. This is a HUGE update that is being worked on after all. It is the FINAL Plateau... the culmination of all our struggles in this mysterious realm. It needs to act like it, and that's not going to happen with just a snap of Benimatic's fingers. .. so be patient, and quit trying to cause a riot by declaring the mod dead.
Is there a way to add Twilight forest biomes to the overworld?
So, what I want is to have the BOP biomes, the twilight forest biomes, and the Vanilla overowlrd biomes in my world.
I understand right now there can possibly be ID conflicts, but I want all biomes to be represented, not replaced. Just to reiterate, I WANT BOP + Overworld + Twilight Forest in my overworld.
I also want to disable all dimensions except overworld, nether, and the end.
Also, does BOP allow for Medium sides biome sizes, IE: Not Vanilla, and not LARGEWORLD. But medium sized.

If you want biomes from other dimensions in the Overworld,, then set them 128 above an overworld biome. For example, set Twilight Glacier to 158 if Ice Plains is set to 30, and Glacier will generate as a sub-biome of Ice Plains.
Alternately, Mystcraft with the Overworld generation type and lots of biome pages.

Actually, pretty sure that will not work. I think twilight forest is set up in such a way that it's biomes do not get tied to those below 129. At least, I've been running them with ID's above 200 and not seen them show up in the overworld.

For those who don't mind a bit of reading, I've been writing mod examinations on Hubpages under the name Cliffwalker. So far I've done full articles for several mods, including the likes of Witchery,Enviromine, andLycanite's Mobs, and I have also written a few multi-mod articles to help those who wish to find upgrades for a specific aspect of their game, such as the Nether.

Either you just got lucky with your worldgen, or the TF biomes aren't 128 above OVERWORLD biomes. It works for me. Although I've only tested Forest-type biomes so far.

(In regard to a mod that gives realistic animal genetics):
Would you really rather have bees that make diamonds and oil with magical genetic blocks?
... did I really ask that?
It's because of the perma twilight on the forest, but if there is a dark place, even above ground, mobs can spawn
Monsters actually aren't supposed to spawn above ground in the Twilight Forest in the neutral biomes (and only a select few biome-specific monsters in other biomes).

Well, I wonder how i fix annoying zombies spawning above ground then. :3
They're likely spawning in a cave or some other dark area. Although they might not spawn on the surface, they can still safely wander about without burning.
But in previous versions, this never happened even once, but now i saw a zombie within 5 minutes of being there. I obviously installed everything the same way as before so idk what went wrong that stuff is spawning where it shouldn't. :s
I think this great mod died...

First of all, what huge update?
Second: I haven't seen a actual update in months, so I thought it was dead.
Third: I wasn't trying to cause a riot.
Here's a link to the progress notes. See for yourself.
check the achievements, it'll tell you what you have to do. sometimes simply dropping and picking up the required item will work.

Highest overworld base biome is 39.
128 + 39 = 167
So a biome above 167 won't be seen in the overworld.

I believe BoP stops that vanilla sub-biome behaviour too, for the record.
Are normal mobs like zombies and endermen and chickens supposed to be spawning in the twilight forest?
Yes.
Oh, I could have sworn that there wasn't enemies above ground at the twilight forest before
Monsters actually aren't supposed to spawn above ground in the Twilight Forest in the neutral biomes (and only a select few biome-specific monsters in other biomes).
In the swamps, yes.
In a cave, and then walk out of the cave, yes.
In the dark forest, yes.
Other than that? ... Even the shade-covered areas don't spawn outdoors.
... Actually, not sure about the thornlands / highlands.
