He appeared in Soul Silver and Heart Gold, but he was from 1st gen.
Edit: He did not appear in the Games.
Lugia isn't first gen... its from johto and he wasnt just from Soul Silver/Heart Gold it was from the original Silver and Gold for gamboy color...also if any of the legendary birds are first gen OTHER than Moltres, Zapdos, and Articuno its Ho-oh since it was seen in the first episode of pokemon

Im thinking for zapdos you could have a factory or even a shrine kinda like ho oh only zapdos only shows up there when its storming. Idk if you could base a spawn on the weather but i think itd be interesting to try. Id do it if i knew how.Oh and itd have to be on top of a mountain. Thats why i suggested a shrine. Or maybe a tower in the middle of the power plant you have to climb up to get to him. Thats a bit easier to make than one dug out of a mountain. Actually thats not bad either... Hmmm rundown half demolished factory at the bottom, and a small system of tunnels to reach the top while its raing and then you find zapdos. A tad over the top but it sounds kinda cool.

Thats true! I tottally forgot that! Ho oh was in the first episode, hince the rainbow at the end of the episode. Ash saw a wierd lookin bird dragging a rainbow across the sky, im like 99% sure that was ho oh. So that the more you know rainbow was probably ho oh too.
