Instead of using a modloader, try using MagicLauncher. That way you don't have to unzip any files or delete any files and if you're unsure if two or mods are able to be compatible there's a test button. But usually Rei's Minimap works well alone.

I’m familiar with MagicLauncher, though I’ve preferred SK’s Launcher until now. Anyway MagicLauncher is not an alternative to ModLoader. ModLoader contains code that other mods rely on; MagicLauncher is a launcher.
But that’s not what I’m asking about. I’m simply trying to find out what a download here is for.

Didn't know that servers could disable this feature. Also, yes it was on a server, I didn't test it in SSP; I should have before I even posted.

If the server admins doesn't allow it - then you should do as they say or play on another server.

Whether or not they allow it on the server shouldn't and does not concern you. I'm actually here the server's behalf, as my admins don't know about certain plugins blocking features like this when they update them or forget they to change the setting to allow them since the person who used to do all this doesn't play on the server anymore. It was like that with several other client side mods as well.
Now that we got that out of the way, what setting might have to be changed in order for this to be fixed to allow the slime chunks to be loaded? What Bukkit plugins might conflict with this setting and what might I look for in the settings to allow the change?
it'd help if you read the first post. it is possible to enable those on a server, you need to install the LoginMessage mod on the server and configure it to allow it.
look at "How to Enable Cave mapping / Entities radar on SMP" part.

Here is a feature that I would LOVE to see in the mod:
Exporting the minimap to image files! Your maps look just too good to be limited to a 16x16 chunks area of the world!
Minimally, the function would be a simple toggle, and then the regions the player is inside of would get their own 32x32-chunks-wide map image. As the player travels, those images get updated.
Better, would be for the interface to have, in addition to this toggling, the ability to specify a range of regions (or coordinates), and instead of lots of small 512x512 pixels images, you would get one single big image of your world, representing the entire area specified, which would updated constantly in your travels (when the export function is toggled ON). Still-unexplored areas would have a default "blank" color.
Best of all, would be if you could specify the range of coordinates (personally I prefer a range of regions rather than straight coordinates, but that is a minor detail), specify a output file name , and then "toggle ON" the exporting to external file. Your mod would then "parse" the entire specified range a little bit at a time as a background process, so that the player can continue playing if he wishes. The minimap image displays this with say a yellow cross in the middle instead of the red arrow, to indicate where the mod is currently "scanning" (loading new chunks if necessary, since the player is not really "there"). The player can toggle off the function (if he needs the minimap to see what is around him) and toggle the export back on later, and the mod will simply continue where it was before. The end result is that the player gets a beautiful big image file on his hard disk (size depending on the range specified): a complete square or rectangular map of his entire world (well, of the range specified, in any case). Since it is an image file in a lossless and common free standard format (PNG format maybe?), the player can then copy and edit that image to add whatever he likes on it, using a paint program or something like that.

That is a known Modloader bug. Try using Forge instead.

I second the question, any plans to release for 1.6.4? If you release the source (or send it to me privately) I'm more than happy to do the dirty merge-work for you and re-release now that MCP 1.11 is out.

Reis minimap is a client-side mod. It has no clue as to where the other players are.
