Possible, yes, but I prefer to just create a new fertiliser, even if its just crafted from bonemeal. The reason being that bonemeal is a part of the dye item, and my mod can't add custom dyes, so to override bonemeal would destroy dyes altogether. Here's a quick workaround:
Basically you just need to craft bonemeal -> fertilizer, and the fertilizer will work on any plant, custom or vanilla (though it will no longer work as a dye, though you can craft it back if you need to ^_^)

i am guessing you are using the version of too many items that came out shortly after 1.2.3 if so you need to redownload as modloader has some issues with the old one. that is my only guess.
No, it's a issue with Xie mod. He has the correct version of TMI.
I'm having the exact same problem. I wanted to try this mod out for my server, and I installed everything fresh. I only installed ModLoader, ModLoaderMP, and Forge. When I try to run the client, I see the same error. This error occurs when I try to use either the Default content pack or the Classic content pack.

Hmm... looks OK to me. I admit I haven't very thoroughly tested nether spawns. That's a pretty high rarity though, try setting it to maybe 12 or even lower. With a rarity of 1, the spawn should show up all over the nether, so if that doesn't work then something's broken. Let me know and I'll take another look at it
You can add extra drops, or modify the existing ones by editing this node, just make sure you adhere to JSON syntax (run your text through http://jsonlint.com/ to check). For more details on how to modify the drops node, check out Link Removed

If you refer to your XieLog.txt you should see "[block.leekPlant] Job unresolved - Drop not found leekSeeds"... This won't cause the game to crash, but its a problem. You've set your item identifier as "LeekSeeds", but are trying to refer to it as "leekSeeds", so it won't be able to drop the leek seeds. After fixing that though I still wasn't getting a crash when planting the seeds like you reported.
If you could get a crash report for me (by running your Minecraft from the command prompt) that'd help a lot in fixing the issue. Good luck!
Check out the "Latest News" section of the OP for the release of Xie's Mod Mar12 - I fixed the problems we were having with the previous release (Mar8), turns out it was Forge that was ruining my day. Unfortunately this means that there are now two versions, Mar8 which is incompatible with Forge, but is still good for all non-spritesheet content, and Mar12 which requires Forge to work at all (it'll crash if you don't have Forge installed).
I realise having two versions, with 7 different downloads is going to be confusing, but it'll have to do for the time being. Think how I feel having to package, upload and link that many versions
I concur on the Forge version for SSP working. I see the items in TMI and Creative mode, and I can see the trees and plants generating fine in the landscape.

Steps taken:
1) Download a fresh minecraft_server.jar 1.2.3
2) Install ModLoaderMP 1.2.3 v3
3) Install Forge Server v1.4.0.46
4) Place the Xie folder from the Mar12 Server version under the "mods" folder at the same location as the minecraft_server.jar
5) Run the server.
6) Crash.
So what am I missing? The Mar12 update for the server already contains the default content, so I didn't need to put it in (although I also tried overwriting it with the Feb7 version with no luck).
I downloaded the march 12 version, and it works fine This is one of my favorite mods, right up there with Mo'Creatures and Rei's Minimap.
I'm not so great with coding, but I was wondering if I could somehow reduce the spawn rates of everything? I prefer it if the added trees and plants are pretty rare. Makes it more fun

edit the spawns.xie inside the content/defult/ folder. The higher the number, the rarer it spawns.

im trying to use the new nether spawn feature but it doesn't seem to be working. Is there anything wrong with this?

If you edit the .xie files in the default content directory you'll find the "drops" nodes in crop block definitions that look like this:
