Unfortunately, the underwater loop is gone since a long time already, I think 1.6.x was the last version where it worked.
I think there was a certain problem which prevented the mod from reliably playing the loop, so the function got removed, and I don't know if there's an easy fix for it.

You are Correct , you can stack as many resourcepacks on top of each other as you like . The contents of the one on top will take priority over the ones below it . Move them up and down in the list until you get the effects you want

Is this mods still being worked on? I do have it working right, but I have a bug to report:
I could stand about 8 blocks away from a roofed structure, and still hear the indoor rain sound, even when in open rain. Same with trees. I don't know if there is a way I can fix this, or if it has been a know bug since it's been added.
No, I want it for my modpack. I don't want to play other packs, because the on I have is the one I am comfortable with.

Does anyone know how to delete the sound files for the ocean and seagulls or birds? I find them annoying.
F7 to open editor and turn down sound volumes or open resource pack and delete or replace sounds.

Matmos needs the api hooks that liteloader provides . Its part of the mod

There's an alternative, Ambiotic, which supports json-based sound rules via resource packs.

Does anyone know what happened to the sword swing effects? They were there in 16.4 but seem absent in 1.7.10. Am I just installing it wrong?
Maybe you don't use the MSI soundpack? I think the default pack doesn't have this sound included.

Actually, I think it's only MSI doing it. Rapshodia seems fine.
When Mumfrey releases a new Liteloader , someone will compile the sources from the GIT REPO , Maybe Daags or ?
F7 allows you to edit sound at block distance and conditions , if things don't sound right can always customize .
I din't see an option to set conditions from the GUI, but combining both packs fixes the issue for now.
