I opened 1.9 vanilla; closed it.
I opened Forge 1.9-1799, waited for it to install; closed it.
Moved Optifine A4 to the mods/1.9 folder (had to create it), installed A4: closed it.
When I opened the Forge profile, Optifine isn't listed as a Mod. When I depressed [ESC] and looked at the settings it is.

Thanks, that is what I was doing, but after getting rather irritated, I did a fresh install and it worked. So went back the one that did not work and discovered that there was some configured wrong in my "options.txt". after deleting the options.txt file, things work as they should.
Through you help I have managed to find the fault, now to go look for the cause the fault

I am linking a video I recorded to a strange effect on some glass i'm experiencing with AA & AF enabled. Of note the strange effect only happens when looking at water through the glass from within a structure. I am using my own glass mod, but vanilla glass has this same effect.
(Using Optfine A4 Pre)

In the future you will be able to edit your Elytra per uploading a skin at minecraft.net or beta.minecraft.net
So sp64x... make sure that the default Elytra gets active when you use it.
Thanks for the previews for the 1.9 update! Shader support is so awesome that I was simply forced to donate. Still the best mod for minecraft.
A suggestion:
Could you look into adding the option to enable the old arrow pincushion effect (for mobs, not just players) that was taken out of vanilla a while ago? Similar to this long outdated mod? Thanks for all the great work!
I tested the new optifine and it works fine but my mouse freaks out when ever i move it, It didn't do that before i tried this version

**DELETING MY OPTIONS.TXT ALSO SOLVED MY ISSUE**
Preview A4 may crash when running with Forge and some HD Resource packs.
The reason is one Forge sprite with custom loader, looking for a fix.
im running a 64 pack WITHOUT forge and i can assure you so far works wonder. Great job mate keep going!

It's crashing repeatedly with pureBDcraft128
I am still experiencing the issue I previously described, having a small line of a few pixels to the bottom-right of my cursor. This is very annoying, and I only experience it when using Optifine A2 and on. Please resolve this before the full release!

As others have already reported, I can also confirm a definitely issue with sounds when running A3 and A4.
I've lost all sound completely a couple of times, also had MC music playing 2 might have been 3 separate music tracks over each other at the same time, also seem to have lost my footstep sounds a lot of the time as well as completely losing sound from hitting the ground after falling from height
Let me know if you want me to test something, or change a setting to see if it effects it.

Optifine works.Forge works.loading forge mods works.Shaders .... No option in MC. am I missing something?all loaded through magic Launcher 1.3.2
Nevermind I cant even website, was using the Wrong version of the Optifine.jar
well i got around it by starting minecraft up without the texture pack and then loading the texture pack once running.
Seems to be getting close to complete but this has been happening for the past few previews.
The glowing effect covers the entire body and makes weird squares.
i don't entirely know what im doing wrong here but im just selecting the newest optifine (a4 pre) in the mods list of the magic launcher and it keeps showing a "no mods found" in status part
(if im forgetting something really simple here im sorry)
Magic Launcher will need an update in order to load the new OptiFine jars directly.
You can still use it with Forge and put OptiFine in the mods folder.
I think you should wait for 1.9.1. It'll be released in two days. Maybe it's better to fix something.
