I'm mostly getting the same average 30 FPS on way better hardware, though it's AMD/AMD (Ryzen 7 & RX 580).
Sometimes it gets up to my VSync max range but mostly it's down to 30 FPS.
The old alpha and beta Minecraft Clients run way better but then again those have way less content, but they do have some graphics options that are no longer available like that OpenGL thing, which helps a lot to prevent those blocky lines where you can see through the world.
Still patiently waiting for the next OptiFine version.
Kind of sad that after such a long time of existing Minecraft didn't add better graphics options like OptiFine does.
I would try one of the 1.14.1 pre releases to see if you get better performance. 1.14 is a complete disaster and should never have been released in that condition.
I did a google on your CPU / GPU and discovered that they were designed for laptops so I'm guessing your running on 1.
However i don't get the laptop design. The GPU "2015" is almost 2 years older than the CPU "2017". Minecraft cannot run decent on duel core CPU's anymore. You may just have to face the facts and purchase a new laptop or go for a desktop that is up gradable as you need new parts. Unless someone has better ideas i'm not a computer expert. Just going on past experiences.
minecraft can still run well on my A9-9420 cpu that runs at 3.6 on 2 cores with the radeon r5 gpu although i run it on my desktop most of the time. as someone who knows computers if you can not upgrade right now i would recommend installing linux as it puts less stress on the cpu which will leave more power for minecraft i always run it on ubuntu lte 18.04. also switch to a low res resource pack as then less date will have to be put into the ram on your gpu i use (8x8) RODRIGO'S PACK as i find that that gives me about a 5-10% boost on my fps. last thing is the simplest one lower your render distance it will not look great but it will work better.

@BardBun There is definitely something wrong here because I'm running similar hardware (Ryzen 5 & RX 580) and getting an average of around 200 fps in 1.14 with a less than optimized system. I'm not totally familiar with how AMD tiers their hardware, but you should be getting much better than 30fps and my best guess is that your drivers just aren't recognizing the correct model of graphics card as this happened with my card when I first installed it and my performance was dramatically effected.
i dont know how people are having issues on 1.14 without optifine. i am running in the 100+FPS range

Lots of entities is a sure fire way to get the slide show, but there are other things, too. Flushing mob farms are always vastly improved by Optifine, but I am hoping to see some real work done on composters, which seem to have a massive impact on FPS.
I have a substantial 1.14 kelp farm that feeds into an array of 56 composters (that barely keep up with the farm output) and that murders my FPS, but I suspect that Optifine will help that in a big way.
AMD has an issue with MC. I have modpack with 300+ mods and without optifine I have like 1 to 10 fps and with it I have stable 50-60. And all of this cause of 1 setting - Animated Textures. I have to switch it off.
When installing optifine 1.13.2 with forge 1.12.2 it shows this error:
The game crashed whilst initializing game
Error: java.lang.VerifyError: Bad type on operand stack
Forge for Minceraft 1.12.2 is not for the same version of Mincraft as OptiFine for Minecraft 1.13.2 is. (You may want to use a version of OptiFine for Minecraft 1.12.2 instead.)

Given the state that 1.14 has arrived in I am not surprised that the modding community is dragging its feet to embrace the new version.
There are strong indications that there are significant structural and design issues with 1.14 that were not adequately addressed during snapshotting, allowing a full release to arrive with issues that would normally have been squashed during early testing. Mojang seem to have been a little too willing to dismiss many tickets on bugs.minecraft.net as 'edge cases' and this has allowed a release to arrive with broken mechanics.
This goes beyond bugs. A bug is a malfunctioning piece of code, but I suspect 1.14 contains entirely flawed mechanics that will yield terrible results no matter how well it's coded, and then there are bugs in those terrible mechanics. I am increasingly worried that even if every bad piece of code was resolved tomorrow there would still remain fundamental mechanics that are hopelessly broken.
If a physical product was sold with sort of structural and design issues that 1.14 has it would be recalled, and I feel that we're approaching that point: Mojang need to honestly evaluate the situation and say "1.14 is not ready... we need to go back to the snapshot process and rework some of these mechanics. We'll see you in three months with version 1.15"
I have been playing since the 1.5 release. By 1.8 I was deeply interested in technical Minecraft and redstone machines, but the irony of the situation today is that you avoid redstone wherever possible. Need to send a signal? Use powered rail, it costs fewer clock cycles. Got a naked hopper? Cram a dropper on top to reduce its overhead. There are mob farm designs I built in 1.8 and 1.9 that I would never even consider on 1.14 because of the insane overhead they would generate.
I have found lately that I am using mob AI mechanics for mob farms as more dynamic and productive farms come with too much server lag (let alone needing Optifine near any water flushing farm).
SciCraft are sticking with 1.12 because 1.13 and 1.14 would annihilate their performance. Despite 1.14 having impressive levels of threading (compared to previous releases) it is the worst performing release. If I have to choose between new content and working redstone... well, redstone wins every time.
One light on the horizon are the very public issues Hermitcraft are experiencing with 1.14... With some front-line youtubers in direct contact with the devs we might finally see some real action from Mojang, rather than these frustrating half measures. I just wish that Mojang would pull their finger out and get around to actually communicating the scope of the issue with the community.

I used Optifine to use dynamic lighting and to disable particles I am sad now
1.13.2 mod with forge doesnt load it says the jar file isnt a mod file i would reallt love to have optifine back as it gets rid of screen tears

Preview version looks like it's working pretty good, but not updated to 1.14.1 yet, hopefully that won't be a big deal to implement.

Just wondering if there are any plans for making OptiFine compatable with Fabric?
