That would mean you don't have Java installed, which isn't possible if you can play MC. So something's wrong.
I'll try explaining, since I am using an English language system (and RoiEx wasn't): RIGHT click on the Optifine.jar file, and select OPEN WITH. Then, choose Java as the program you want to open it with. When you click OPEN WITH you should see a list of programs to choose. If you see Java, open with that. If not, select CHOOSE DEFAULT PROGRAM and then find Java under "other programs."
If you stilldon't see Java listed under other programs, click BROWSE and go to C:\Program Files\Java\jre[versionNumber]\bin and select JAVAW.exe.
Cool! I installed OptiFine for 1.8.9 and then I downloaded 'Sildurs Vibrant Shaders v1.13 Medium' and simply stuck the zip file into the '.minecraft\shaderpacks' folder. Instant shaders, and no extra downloads (all of the GLSL helper functions are now built into OptiFine). I don't have Forge or anything else installed, just plain vanilla Minecraft with OptiFine for 1.8.9 installed. Just be careful when downloading Sildurs Shaders, because his hosting service 'adfly' will try to trick you into downloading something that will screw up your computer. Anyway, on my old NVidia 540M I'm getting about 30FPS with the shader pretties running. OptiFine rocks!

I don't. I use the Java which comes with Minecraft, to run the optifine installer. You could simply move the jar file in to the bin folder (Minecraft\runtime\jre-x64\1.8.0_25\bin for example) then hold shift and right click on the folder, and select "Open command window here" and type java -jar optifineversion.jar
Also, it's not modified It's standard issue Oracle Java 8 update 25.
It may be an older version but you can get updated releases working as long as you keep it in the same 1.8.0_25 directory.
I use the latest update 73, why Mojang doesn't update it is beyond me as they are security and performance updates.
Just install the latest Java and copy over everything in the "C:\Program Files\Java\jre1.8.0_73\" to the Minecraft 1.8.0_25 directory in ".minecraft\runtime\jre-x64\1.8.0_25\" and Minecraft will use that release now, you can then just remove the normal Java install if you don't need it anymore, this is a good way of playing Minecraft with the latest release of Java without having Java installed. in Windows.
You would think that the directory should be copied over as 1.8.0_73 but if you rename 1.8.0_25 in anyway the default launcher will just download 1.8.0_25 again, the launcher doesn't check which version is in there just the directory name, not very secure really.
The reason Mojang doesn't use the latest Java is because it breaks Minecraft for a lot of people in Windows 10. It's easier for them to use this distribution method and to tell people to update their drivers than it is to try to fix their horribly broken software.

I've been around since the first pre-alpha, I just generally have nothing to say. But if they did their job better, modders wouldn't have such a hard time going from version to version.
Then you should know better then most that Minecraft was:
1. never made with mods in mind and
2. still isn't made with mods in mind, mostly.
Mojang slowly introduces some mod friendly features (like the unlamented death of numeric IDs, launcher version inheritance, ect). But, unless the game is remade from the grounds up to be modular (that would shut up all those people comparing Minecraft to Bethesda engine games), or Mojang stops rewriting the code base completely every 1-2 years, Minecraft mods will be a pain to implement each cycle. None of these two things are likely to happen any time soon.
The thing is though, mods are no doubt one of the biggest factors in why minecraft is still a thing. Without mods minecraft would of died out a while ago. With that in mind if microsoft wants minecraft to stay relevant for at least the next few years then they need to make it way more mod friendly.

Using Ragecraft Resource pack. First things I noticed were some mobs flicker in and out (tamed cats) and zombies and dropped items were completely invisible. Connected glass actually did work and performance was definitely improved. I didn't try shaders.

I'm using a Intel(R) HD Graphics 3000 and its not run Shaders ;-;

- some shader packs seem to work
- Fast Render does not like the spectral arrows
- capes and elytra does not work together
