Are you 100% certain that Minecraft is using the 64 bit version of Java, though?
Have you, for instance, tried assigning more than 1 GB of RAM to Minecraft without Java crashing?
When I run vanilla, I can run it with Java 12, and in game when pressing F3 I can see that it registers as 64 bit Java. When I point Optifine to run with the same Java exec, it crashes when launching.
1.13 Took quite a bit for a release, I think close to a month because of the major changes. 1.14 updated lighting, so it could possibly take a bit, but I don't think it should be as ridiculous of a wait this time.
You can always go to downloads and click preview versions, since usually after a bit they release unpolished versions for those who want to bugtest, or are just impatient.

I had a similar problem to what you're describing; it turned out that after updating Java, Windows had incorrectly reassigned the .jar file type to be associated with the wrong program. Even manually selecting the correct Java executable to "open" it didn't work.
I downloaded a program called Jarfix after a lot of searching for answers, here on the Minecraft forums and elsewhere, and I've used it on several other computers my friends had similar issues with. Basically, the problem isn't with Optifine or Minecraft or even Java, it's with Windows not knowing what to do with the .jar file sometimes.

However, I noticed, when I clicked the maximize button, the game felt sluggish, was choppy sometimes... just... felt weird... I discovered by dragging the game window to the size of my screen instead of using the button, it fixed it, even tho the frames were exactly the same. This might sound stupid, but multiple people experienced the same thing back then lol

1) When chopping the logs of trees, I think the lightning-shadows aren't very well optimized when it updates.
2) Loading 'new' chunks on single player.
I tried playing without allocating RAM to MC, and also tried allocating up-to 6gb ram (more than enough), I have 32GB RAM like.. cmon MC just run smoothly lmao.. I also tried using the JVM arguments to quote on quote "make the game smoother" but didnt do anything that I can notice.

It certainly is, and I hope it gets patched up for the new update soon. I don't see anything on the download site yet, not even a % like there usually is so this might be one of those updates where it takes a bit for it to be made.

Almost definitely, though it may be a bit as they reworked the lighting/rendering engine in 1.14 and it may take a bit for the new version to be ready. 1.14 also isn't very optimized in the first place.

most likely there will not be one for 1.14, but for 1.14.1 or whatever is labeled stable actually they will likely still be doing a 1.14 version despite 1.14.1 already being worked on immediately after 1.14's release
Nothing would I like more than to get the latest Preview Release, I've been checking that part of Optifine's page (which I previously confused with "Previous", lol.) ever since the stable 1.14 release came out.
The problem is... the page seems to be down right now ;__; ...

I don't think even optifine can save 1.14. It clearly was not ready for it's full release in it's current state. Mojang didn't just drop the ball on this one they also popped it so it couldn't be played with anymore.
