Just an FYI for you, Gnome; gold is now much more common, and diamond is a tad more common than before, so I suggest using atleast 1 diamond in the recipe now. Unless there is a way to change the mod's recipe personally, I suggest doing that. Just an idea, not saying you MUST do it ;D
or just the same recipe with gold blocks instead, but honestly if you turn meteor spawner on you obviously dont care what it takes to build it, you just hack the resources and spawn meteors everywhere.

I have a TON of mods installed though, which is why i haven't mentioned it until now. Its probably a conflict with another mod, but i've not been able to figure out which one yet.

Setting meteorRarity to 1000 means that there is a 1 in 1000 chance of a meteor spawning, regardless of all other settings.
This is the most likely cause of your issue.

My meteor settings are at the defaults currently, though i have tried setting them to 1. Currently i started over without IndustralCraft, and still no dice. So that's not the cause of it. I'm going to work on tracking down exactly which mod is making it not work this week if i can.

As I mentioned upthread, I believe that I know what the issue with meteorites never spawning naturally is, I just need time to fix it.
I am relatively settled in the new place, but shortly thereafter my laptop decided to crap out on me. I have since gotten a new one, and am working on setting up the various things I need in order to resume coding.
If all goes well, you can expect an update in relatively short order.
I can't craft the summoner staff, even when I make it "true" in the file! Also the meteors are very rare and are always small, even when i increased the size as shown.

The various variables related to spawn delay have been removed, as these were at the heart of the spawning issue.
Meteors should once again spawn naturally.
