To all those people complaining that you can't find one, You just need to look more...
Maybe it's just me, but if the rarity scale is:
1 -> very common
and
50 -> very hard to find
it shouldn't take 10 minutes to find one tower when you set the rarity property to "1".
I started 5 different worlds, each one traveling in one direction until nightfall and could not find a single tower. It was only on the 6th world that I found a tower just before nightfall. That seems to be pretty rare.
This was all on the "1" setting in the BattleTowers.properties file.

So, does this mean that even if we change the rarity setting in the .property file it isn't changing anything?
This means if you are on a Mac or Linux based machine, the rarity setting in the .property file won't change anything.
If your rarity setting isn't working on windows, I would check the value of the APPDATA environment variable, and make sure that you have a .minecraft folder in there.
That said, what you could try is setting the APPDATA environment var to "~/" if you are on linux and it might suddenly start to work. For Mac, it's a little more complicated. You'd have to set APPDATA to (for instance) "~/BattleTowersHack" and then add a ".minecraft" folder inside of that with the Battletowers.properties in there.

Installed, set the rarity to 1, and wandered round for about 10 minutes or so, and found this beauty....However, It's a hard difficulty, And i only just started...So, I don't think it would be wise for me to attempt it.
I got 10 Cartographs of new worlds I wondered in for 10 minutes each in one direction with out a single tower, with the rarity set to one.
Then I got the Cartographs of my two old saves with out the rarity patch that has multiple towers, a few even with in view distance of each other on short range view.
did a new test while typing this up: a new map with a random seed and the properties file set to 1 (so towers should be super commen). Wandered untill the map was 5 MB big and Cartographed it. I found five towers. My 1.2 save which is 8 MB big has 16 towers in it's Cartograph and I didn't use the rarity patch in the 1.2 version. So why is it that I had more towers in my 1.2 save (triple the number with only being 3 MB bigger), then I do on my new 1.3 save with the rarity set so they should be more commen then with out the rarity patch?

But I found some sort of weird bug. Zombies didn't damage me properly. I could walk up to a zombie and hug it, and I wouldn't only sometimes take damage, randomly? Is this a bug from this mod?

No, it's not. Beta 1.3 is screwed up so that zombies and spiders can hardly ever hurt you. You basically have to have them fall on you in order for them to harm you.

I have done everything right (i beleive) and I set the rarity to 1 and still no battle towers after 50+ worlds,I REALLY want this mod,someone please help.

yes you can open it in word and other text documentsa but the game needs to read it as a text document not a properties file.

more eplanitory: it stops after done loading, if moved off screen then i turns black, if minimized, it turns black. chicken glide and battletower are NOT compatible.

I'm having the same problem as most of you guys, rarity 1, installed correctly (I hope), META-INF is gone, and still no battle tower! I wandered around for like 5 mins, practically coast to coast of my small continent (and yes I made a new world), and STILL no battle towers!
