It already does. The file is in .minecraft folder and it's called ImprovedChat.xml.

EDIT: New release is out.
Main feature is that now you can bind key combinations with ctrl and/or shift.
Example: ~bind ctrl-z //undo ~bind shift-j /jump ~bind ctrl-shift-H Hello World
Also I changed the color end tag to /&c

You should make a enemy/friendly mod, So Lets say you have a enemy A player named.. "Mod" When he talks in the chat, His name will show up as red. Idk, It'll be a neat idea for a minimap though, Red arrows are marked as enemy's, And blue arrow's are your.. "Friends/trusted people" And green arrows are players you havent put in the following.

There is a conflict with the pe.class file with mrmods.

Wonder if you could merge or offer support?
Only if you check the chat option in MrMods, which you don't need anyway since you can make a reply bind as outlined in the few posts above.
Just either remove pe.class from MrMods or apply this mod after MrMods.

A couple of bug fixes.
Added commands bgColor and bgOpacity.
Moved all of the config files to .minecraft->mods->wd1966.
renamed vars.txt to constants.txt
bgColor will use color from the colors.txt file in .minecraft->mods->wd1966

Most likely is that you are using an old version of Improved chat. Download the newest one and try again.
Copy over. Make sure to do this every time you install something that uses the pe.class file as well (for example ModLoader).

Edit: And it looks like some words/letters gets cut off now in this new version of improved chat, mostly those that gets colored. Here is an example: "uying all cobble in my tombstone shop 8/stack" and if i check the chat output on irc it says the correct "buying all cobble in my tombstone shop 8/stack" As you can see the first letter is missing.
Edit2: Just tried with a fresh install and only Improved Chat installed, still the same issue with colored sentences missing the first letter.

I love this freakin mod. Its amazing.

do the same thing you would do with a texture pack
just move all the files in to your minecraft jar and it will work.
You should know how to find your jar if you have installed texture packs.
but if not you should be able to find a tut on how too find the .jar
