Look in your MC.jar. If WE.jar is in there you didn't follow the instruction!
Sometimes WE doesn't open for me either, I open a primitive world, close it (the world not MC), then open my more advanced world (I use a launcher).

I did correctly because i tested the mod to see if it worked on a new world and it did, but i went back to my Parkour Map and it didn't work. When I go onto the map I wait till the spc sign comes up than i do //wand. idk whats with it, its also a new minecraft folder and .jar
Trust me, it happens. We chased our tails for a week with a young woman because she had an old old version of WE in the *.MC\bin where it belongs and insisted she'd also done it correctly.

Get the snapshot. Drag the worldedit.jar in the snapshot to your *.minecraft/bin. If there is one there replace it!

I use SK's launcher. sk89q wrote both WE and the launcher, even it doesn't put the WE in the correct place.
Try the open a primitive world then the world really want trick too!

I'm probably being stupid here, but nevertheless i will ask: would it be possible for you to give dates on when those old commands will come back out?
If this makes no sense, ignore me, i just want my favorite command to come out, /range

There has never been a /range command that I know of.
It's now open source. Learn to code and YOU can create a /range command!
