Also, when I try to use /killall, nothing happens(except all the mobs just freeze). When I do /butcher it gives me this message:

How are you installing it? Are you using some sort of launcher like MultiMC or magiclauncher or are you using the automated install? If you are using the automated one, try using the manual one.
If you do not give an error log, we can not help you. And if you didn't already know, the order is Fresh MC jar ---> Forge ---> Optifine ---> SPC
Install the worldedit.jar into the bin folder.
It probably is possible, but simo obviously hasn't been able to get them working again, so unless you want to help develop the code for those commands, you can stop pestering him about the missing ones, and be thankful about the ones you have.
My turn to complain about a problem . SPC seems to be conflicting with command blocks. I almost never used them, so I didn't notice until now. However, after doing a bit more testing, it only happens with some commands, not all of them. Just the commands added (or changed) by SPC. (worldedit commands, /jump, weather, time, etc…)
When loading a world, I see this:
These are the ones that are 'changed' by SPC. None of them work in a command block. /tell is an example of one that will work, and it was not overwritten. Not many others will work. When using one that will not work, I get the following error:

This will sound stupid, but bear with me. I downloaded this mod with Universal electricity (FTB voltz) So I could use the worldedit commands to make an arena for this modpack. Most of the commands are working fine, but I can't get worledit commands to work. It's bugging me a bit, because I have no idea how to make it work.

I converted a snow biome to plains (no visible change; desert too no visible change), thawed the snow, ran rain and it snowed. It didn't crash, that's a good thing. I did use the -p flag if that matters. Tried desert without the -p, it still snows with rain.

And I can't draw them. Though it is close though it is far.

I have an Excel spreadsheet with well over 100 dungeons, 15± mineshafts, a desert temple, etc. My spread sheet can be sorted and everything appears in a logical order. That was a real problem with SPC's teleport listing. Not a big priority IMO. Take your time.

I enabled /fly and got the message 'fly is now permitted'. After that, nothing happens. I can't fly at all so far.
I added "fly" to a keyboard key (see bind). I hold my (MC) jump key while enabling "fly" with the keyboard shortcut. Once active, (MC) jump key makes you rise, (MC) sneak key causes you to descend. Once your feet touch the surface "fly" is de-activated. I've found if in water it's easy to re-activate by just holding the jump key. If done just right it can be done from solid ground too but I think mostly luck.
