You should try looking into the custom NPC mod, u can make it so they look like different characters, give them a job,(make them into a trader so u can buy guns (gun mod)), u can gove them lines, u can even give them to start a quest with you. You can give them a faction (you can make a "Ballas faction, and other gang factions and you can have ten fight each other, there's so much more to that mod.
I hope you enjoy it...... i am using command blocks to get in and out of building as the outside dimentions are completely different to the inside on the actual GTA:SA game.
I think you should use real water xP But can't wait for the final finish :D!
I will place in all the water once all the buildings and ground work has been placed, it is so much easier working on this without water getting in the way.

This texture pack is rossferry high city. I think it looks amazing
