So, I've created a custom narrative and lore for a world that encompasses mods for Minecraft, including (but not limited to) the Twilight Forest, the Betweenlands, Nether Ex, Botania, Thaumcraft, Wizardry, Ice and Fire, Minecraft Comes Alive, Lost Cities, and Roguelike Dungeons. I'd like to create a representation of such a world in Minecraft itself, featuring a narrative that players can discover and get immersed into, and feel compelled to learn more about the world and follow its questline, rather than feel like they're on a thin-veiled cardboard box of a "story" they can break out of at any time.
However, there is a problem: this world requires a custom-made geography, featuring hand-picked biomes in hand-picked positions, where multiple such biomes are from mods (namely, Thaumcraft and Biomes O' Plenty) and thus likely wouldn't be readable by most map editors. Worse, this map would require several large-scale constructions (ruined cities, villages, landscapes...), and key placement of specific mobs (usually the larger and more powerful ones, as well as human[oid] NPCs), as well as loot in chests and such. And then you throw in the fact that there are three other dimensions to deal with, each with their own structures. (And, in the Nether's case, biome arrangement...)
It doesn't help that village residents would also have to talk with the player, and give quests and guidance, and I can't help but wonder whether that can be accomplished with an existing mod, or would require me to create an entirely new mod of my own. (I hope not, because I'm beyond terrible with Java.)
I wanted to ask if there's any software or mod(s) that could help me create this game world, to design the shape of the landscape and assign biomes to each region - whether modded or vanilla - as well as to design structures and spawn mobs, dungeons and structures (especially Thaumcraft crystals) - again, whether modded or vanilla. I know there is World Painter, but I don't think it lets me assign biomes at all, let alone modded ones. I also don't know about how it handles structures. Please note that this would be a pretty large world, so it can't be a tool that cherry-picks blocks.

I would be willing to help you with the physical makeup of the world by working on custom terrain as well as structures. but as to a mod? I
