You could make the landscape rather easy. Use world painter and overlay the map image over it and go from there. From there it's just making the towns and some in game edits to the landscape.

I was going to remake Windhelm Myself, but after the first attempt at a house, I gave up due too how massive the scale of each individual building will be.
You will probably need a mod to increase the world height, because Skyrim has really tall mountains, and ruins at high depths, a world 128 meters tall won't be enough if you are planning on making it 1:1

If you are copying skyrim you are in for a long haul, managing/assigning builders and finding new ones all the time will cost LOADS of time.

What you should do = ground plan, in blocks. Mark where whiterun should be, those watching towers (all stuff you can measure if you have a measurement scale to convert skyrim to minecraft), meadows, etc.
Mark the space where people build, the max height, the max width and length and just leave them be.... but you will need that measurement scale first and once you have made that you can say whether this project is realistic at all or that you have to do so much concessions to convert it that you don't want to start recreating it at all (i think the latter will be the case actually).
I applaud for taking up the challenge. But i don't see it happening based on the info in this topic. There is not enough thought/calculations put in it imho. It's REcreating, not creating.... you don't need stuff like inspiration/creativity. This project needs calculations, planning and a shitload of effort and time from some enthusiastic builders (and the builders don't need to be geniuses, they just need time and a clear task).
Hey, thanks. That conversion thing sounds like a pretty good idea. But we need organization. With a project of this magnitude, I cannot simply leave people to build by themselves. There needs to be order and a lot of communication.
There is a mod that those just that.It goes up to 2506 blocks but past 256 it lags like hell.
I would love to help but Skyrim is truly giant.Anyway i wouldn't be on most of the time.

I fully agree. Starting a large project like this and you're already trying to bring people onto the team? You should be planning it out first, get all the needed information and measurements to sort out the scale and what all you will need.

Look at 'The RPG makers' they are doing a HUGE map bringing on many people to help. They mark each area as a stage, and recruit people per stage, and have a team leader per town/landscaping/etc to manage the people building in their section then one main leader keeping everything on track.
For recruitment they give an example of what they are looking for and ask for examples of similar work to show they can keep with the theme. They don't ask for real name or list 4 thing's they want to do. It's 'what are you good at building, what would you want to work on, do you have redstone experience".
In game landscaping is already underway if not finished, areas for the people to build and scales are CLEARLY marked out and yes they are given direction and allowed to build what they want acording to the plans laid out.

Independently?: i prefer to work independently because of the restrictions of communications but with skype, teamspeak, vent it really shouldnt be a problem. i also like independent building because its easier to build because i have a set theme in my mind and my ocd wont allow for clashing themes in one build(my idea for a theme and someone elses)
