Dunno, I guess it depends on what you consider 'finished'. I still have all of the new areas from Black and White 2 to add, and as soon as those are done and polished, the overworld will be essentially finished. But then, almost none of the dungeons are properly mapped out, since they don't really fit the map if you do (larger on the inside than the outside, usually). Most dungeons now are just straight, one-block-wide paths from the entrance to the exit, or just a little hole dug into a cliff.

Also, I'll be getting Black 2 in the mail in a few days so I can really start working on the updated Unova. I'm going to add new locations to the existing Unova, but I'm not going to modify or replace any existing locations.
Built the Royal Unova, docked in eastern Castelia City
Rebuilt the mountains north of Kanto and Johto and the mountains between the regions, they look much nicer now
Miscellaneous terrain cleanup in areas between zones (mainly south of Sinnoh and north of Hoenn)
Added the first three towns/cities from Black 2 and White 2 and surrounding areas. The Pokéstar Studios has not been started yet
Added the Hoenn Safari Zone
Added a lot of scenery along the railroad leading north out of Hoenn

Added a full version of the Slowpoke Well in Azalea Town

Added the Sinjoh Ruins. They can be accessed by pressing a button in the Ruins of Alph
Added the islands surrounding Sinnoh (Battle Zone, Newmoon Island, Fullmoon Island, Iron Island)
Pallet Town is now surrounded with the new Cobblestone Wall from 1.4 instead of mossy cobblestone bricks
Added Interiors to many buildings
Utilizing Command Blocks in Minecraft 1.4 and the /tp command, I can now create nearly seamless transitions between outdoor and indoor areas. I used this to add interiors to:
Every starting house in the Pokémon series.
Every Pokemon lab in the series
The first Pokémon center and Pokémart you encounter in each region (generally in the second town of the region)
Every gym in Kanto (based on Red/Blue/Yellow layouts). I tried to port the gimmick of each one to Minecraft as accurately as possible, so Sabrina's gym has a fully working warp-tile maze, for example.
I will add the rest of the gyms from each region soon, and I may add interiors to other important buildings. There is currently a bug with teleport command blocks in Bukkit which causes them to not work occasionally, so if you step on a pressure plate and it sends you right back to where you started, either wait for a Bukkit update that fixes it, or run the map with the vanilla server.
Oh, I personally removed the dirt in there Just for curiosity: Why is Sinnoh so far away from the other regions???
I wanted to put it in roughly the correct area in the Pokemon world, which is far north and a bit east of Kanto. But when I got around to starting Unova I didn't want to make the map much bigger than it already was so I didn't go too far to make Unova, even though it's basically on the opposite side of the world.
Hey tony I hope you don't mind, but I used your maps of fullmoon island and newmoon island for my own sinnoh map. If I credit you, will you be ok with this?

Added interiors to every remaining gym, except for Humilau Gym from Black/White 2. Only gyms from Pokemon RBY, GSC, RSE, DPPt, and BW are in, gyms that were redesigned in later versions are not included. The only exception is the Nimbasa Gym from Black and White 2, which is in a different building. Like the Kanto gyms, each gym has had its primary gimmick recreated as faithfully as possible.
Added the Desert Resort, southwest of Nimbasa City. It is offset from its true location a bit to fit the map, and the small valley leading to it had to be cut out. The Relic Castle is only partially mapped out.
Fixed a bunch of dirt blocking the Hoenn railway.
Added most of the Castelia Sewers from Black/White 2. Only the areas that require Surf are missing, I will add those when I can surf.
More terrain cleanup, mainly around Snowpoint City and Aspertia City.
Added interiors to the Burning Tower, Tin Tower, Sprout Tower, and the Glitter Lighthouse, all in Johto.
For an extra little treat, check out all of the different heads in the crowd in the new Nimbasa Gym. There's about 238 different players in there. Maybe you're one of them (but probably not)!

Added badges to every gym (except Humilau City)! There are 8 badges to collect from each gym in every region. Unova has the original 8 badges from BW, but it also has three new badges from B2/W2 (one of the three gyms hasn't been built yet)
Added Old, Good, and Super Rods where they are found in the games. There's no difference between them, they're all just fishing poles
Added Town Maps where they are found in the games (Oak's Lab, Cherrygrove City, Devon building in Rustboro, Trainers' School in Jubilife, Nuvema Town, Aspertia City)
Fenced off the Johto Safari Zone
Rebuilt the Pokémon Center at the Unova Elite Four
Made the Ruins of Alph and the Dragons' Den a bit brighter
Put a yellow sheep at the top of the Glitter Lighthouse (Ampharos!)
Changed some more walls in Kanto into mossy cobblestone walls (the new half-height walls from 1.4)
