That will be a little limited if the potions don't stack. You wait out 9 potion splashes a lot more easily than 9 stacks of arrows.
The more interesting tidbit I've heard of so far is the buff to ghasts. Apparently their shots can set fires again and a direct hit will one shot you if you don't have armor.

That's really really really scary...Ghasts have, to me, been nothing more than a nuisance to the terrain around me. AND NOW WE HAVE THIS?!

No way. If he had enslaved Notch, he would have ensured that a spawner for them would work (Just asking, is there a working enderdragon spawner?) and made them not destroy terrain. And he would have added even more dangerous mobs. (Sharks, trolls, and werewolves from Mo'Creatures, the one thing the Sun Boss creates in the Aether mod, along with their Cockatrice, Zephyr, and other Boss mobs, a few things from Mo'Creeps and Wierdos (but that might be too weird) and any other difficult mobs from any mod that you know of)

If Vechs had enslaved Notch and everyone else in Mojang, I don't think we would be seeing a bunch of new mobs. Sending hordes of mobs at a player gets boring and predictable after a while, and once the player has a lava bucket mob swarms are pretty much useless.
Remember back in alpha (and early beta I think) when we couldn't break TNT without igniting it? In the unlikely event that Vechs enslaves Mojang I'm certain that would be the first thing to return.
I quite miss accidentally mining into a random block of TNT. That was quite... fun.

You can make a spawner work for any mob - which is why things like creeper and endermen spawners work, though they though appear in vanilla. This is because spawners have set entity IDs. Theoretically, by editing the entity ID in MCEdit you could have something like a boat spawner - though it would be purely decorative.
(Sadly, slime and magma cube spawners don't work because they have special requirements that the spawner seems unable to fulfill.)

Mm. TNT was always a threat until 1.7, when you could mine it. If you search Black Desert in MCEdit, lots of the trees have TNT inside them, so that when you were chopping wood you'd accidentally hit the TNT straight above you. I think that was really why people always never dig straight up, because Vechs obtained everyone's worlds and placed TNT above their heads.
(Shears were supposed to be the way to defuse TNT, but they changed it.)

At the end of the day, it's your game. You do with it as you please. If you don't feel like a mod is cheating, then go for it.
As for what is generally accepted as not cheating (as I understand it): as long as the mod does not modify the gameplay aspect to give you an unfair advantage, it should be fine. So no, I don't think your mod is breaking the rules since it's merely a convenience mod.
But be aware that even something as innocuous as a mod to display the contents of the chest on the outside can give you an unfair advantage if you're not supposed to know what's in the chest until you open it.
