This method requires no mods or third-party modifications, and will not create much lag. It will also create a completely blank map, with no 'mainland'
Method 1. Generate a new creative and cheat enabled superflat world with one layer of air by using the preset '1x0'. 2. After the world has generated, (optional - teleport to 0 64 0) add a building block by typing '/setblock ~ ~ ~ minecraft:stone'.
Detailed Method 1. On the main menu, select single player mode by clicking 'Singleplayer'. 2. On the select world menu, create a new world by clicking 'Create New World'. 3. On the create new world menu, type in the desired name under 'World Name'. Change the mode to creative by clicking on the button 'Game Mode Survival' twice. Then, select more world options by clicking 'More World Options...'.
4. On the more world options menu, turn generate structures off by clicking once on 'Generate Structures: ON'. Then, turn cheats on by clicking once on 'Allow Cheats: OFF'. Change the world type to superflat by clicking once on 'World Type: Default'. Then, change the superflat world options by clicking 'Customize'. 5. On the superflat customization menu, change the presets by clicking on 'Presets'. 6. On the presets customization menu, add a layer of air by removing the default text in the text box that currently reads '2;7,2x3,2;1;village'. Replace it with the text '1x0', and confirm by clicking 'Use Preset'. 7. Exit the superflat customization menu by clicking 'Done', and finally generate the world by clicking 'Create New World' on the create new world menu.
8. (Optional) Once your world has finished generated, teleport to the default coordinates 0 64 0 by typing 't/tp @a 0 64 0' on your keyboard. 9. Generate a block at your current position by typing 't/setblock ~ ~ ~ minecraft:stone'.
