I've been trying to play minecraft 1.12 modded for a while, but I always face the same issue. If I play with too many mods, the average FPS is about 30 or 40, and sometimes drops to 20. But the GPU is always around 25% and the CPU at 40%. The max that I seen Minecraft using was 40% of the GPU and 80% of the CPU. So the FPS is constantly dropping and it's a little unplayable.
My specs:
GTX 1050 Max-Q with 3GB
Intel Core I5-8265U
12GB of Ram
Windows 11 Home
And yes, Minecraft is using the dedicated GPU. And this problem still happened when I used Windows 10, but it wasn't that bad...

Remove mods one by one until you find the which is causing performance issues
Also lower the render-distance to increase the performance
My render distance is already at 8... I'm going to remove some mods to see if the issue stops
