You need to be in actual fullscreen mode for that setting to work, as suggested by its name, and no, a maximized window is not fullscreen. Otherwise, in windowed mode you have to change the resolution of the display itself (right-click on the desktop and select "Display settings", or the control panel for your GPU), or the size of the window (you can set a particular windowed resolution in the launcher by editing the installation; example for the original launcher, if you use a different launcher it should have similar settings).
