So i'm going to explain whats bothering me so much these last 2 days. I tried to play minecraft on my gtx 1070 ti but everytime i open minecraft on the last version of the game i get 20-22% of the gpu used so i get only 60 fps used and thats troublesome. Some help would be appreciated.
P.S: I also updated nvidia drivers today but i didn't try playing minecraft.

No it can't be about v sync i have a acer 144hz monitor its not the v sync my gpu usage is still at 11% usage. when i don't move fps is at 110 ich but when i move just a little bit i drop below 60. i can see that memory is used at 93% and its only 2000mb total maybe its a memory problem ?

You have your render distance set to 29, which is quite demanding, even with a "good" computer; in particular, since chunks are loaded in a square doubling the render distance quadruples the load on your system (14-15 chunks would run about 4 times better). I can also see that the internal server is running at 81 ms ticks, meaning that it can't keep up (should be less than 50), so you really do need to lower your render distance for good gameplay (Mojang really only added render distances above 16 for fun and screenshots, not regular gameplay. Optifine lets you go up to 64 but it also makes optimizations so the game runs better).
Minecraft is highly CPU-intensive and is usually CPU-limited unless you have a very weak GPU; in the first screenshot you provided you can see that CPU usage is spiking up to 100% at times. 1.13 is also more resource-intensive than older versions (you mentioned that this happens on the latest version); as mentioned before, Optifine helps the game run better and you don't have it (exactly how much it helps varies but the poll on the Optifine thread shows that many users see a 200+% increase in FPS, which is 3 times higher than without it; this may also depend on the version since I see 2x the FPS in 1.6.4 just by enabling the since-removed "Advanced OpenGL" option, much greater than Optifine itself, which still improves chunk loading (both chunks not rendering and lag spikes). I do not have any experience with 1.13).

Which MC version number exactly are we talking about here?

Do you have Vsync enabled? That will cause Minecraft to only run at the refresh rate of your monitor, usually at 60 FPS.

not much changed gpu usage went up by 2 or 3 %
fps went a lot higher than before i'm at 14 chuncks but gpu is still around 20%
