So, in 1.8, our skin template has been redesigned. Now we can have separate left and right legs & arms are different.
What about the mobs? Does that means that the resource packs will be changed again? (I mean, no, it doesn't actually. The skin will stay the same until you actually add the extra space for the extra arm)
In my opinion, I hope so. I just like it. We can have one-armed/legged skeletons or zombies. Maybe even tattooed Villagers or different-eyed dogs.
I don't see why not. It would look good for things like zombies that have flesh rotting away to reveal bones. Also, mobs with heterochromic eyes have always been possible; the face just uses one texture apart from noses on mobs that have them.
Given the work they have been doing with the block model files, I think it's safe to assume that a similar thing will be done to the mobs in the future. That's going to require a way to define animations though which is a bit harder than just plain static models.

Definitely harder. A skeleton (and its various frames / animation names) needs to be defined, and the texture can be loaded on top of that. So what will hopefully happen, is we'll have a file that lists the various animation names that the game calls, and each of those names will correspond to an animation file within that mobs folder. That would in turn allow custom models for mobs as well (and I think they mentioned models for mobs is something they have planned to be implemented). However, that is a lot of things to add.support for, but I think it's necessary for the plugin API, as well as making it easier for the team to add mobs.

Eh, they could just require us to specify a full model for each frame in the animation. That would be fairly simple and as small as MC's models are, it wouldn't be a whole lot of overhead. Granted it would only be simple from their end, from ours it would be a pain in the backside having to hand-animate the models frame by frame.

Actually, the texturing is done completely apart from any of that. In a thread made a long time ago about doing the changes to the player skin (long before it was added) I managed to find the code for texturing models and it wouldn't change animations at all. Here is a link:
