NoScript is the only known plugin that is confirmed to do this. If you have having this issue, you need to disable those plugins through your browser's plugin manager.
Q: What does it mean when I exceed my max upload limit? What do I do instead?
A: Once you reach your limit, you will no longer be able to upload media directly to the forums. You will need to upload images to an image hosting site and embed it into your post (See above for information on how). For videos, you'll need to upload to a website like YouTube and embed it into your post (See above).
