If you have recieven infractions, but their time has worn out, can you apply and be accepted?
The important part of infractions is that you learn from it, so if you haven't done what you were given an infraction for recently there is no reason to hold them against you.

Improving yourself in other areas will also help with getting a promotion, such as; making sure every post you make is of a certain standard, punctuated correctly and has use of proper grammar. This shows that you're not just some stupid kid, etc..
Yes, this also includes not making threads like "what is your favorite block/biome/mob etc......."

Does a moderator have their "powers" in sections they didn't apply for?
If you meant sectional moderators, which most of us are, we will only be able to use those 'powers' in the section that we are accepted in. You can apply for as many as you like, but you will only be accepted in one section. However, some us have those 'powers' in a secondary section, together with the section that we are in. You can see where we have our 'powers' in the staff list.

Ya I applied just because I really wanted to help out this great forum. This is my second time applying and I was wondering if the amount of times you apply has anything to do with if you get accepted or not.

It doesn't matter how many times you apply. However, you should wait until you recieve the results of the previous application that you summitted.
I remember somewhere back on this thread a moderator said that when people are asking very obvious questions, they could be looking for the questions like on the OP. He/She also said that when you are just posting here saying things like "When will my application be noticed!?!?" Or "I know I am going to get accepted or This person is lol" That you could be helping other community members out, and that was a big change I made and am still trying to do (I have gone sort of inactive) Anyways I hoped this helps.

No. It's not the matter of where you applied for, it's the matter of where you are accepted for. And in this case it's still a no.
