It depends on the section of the forums. If it's something like a texture pack, mod, or map, then more people will go to it, but if it's something in discussion, suggestions, general off topic etc then it's more likely to have a less busy conversation, less points covered in it and therefore more discussional value.
Same here. Unless the thread title really catches my eye I'm less likely to read "Hot Topics" than regular cool ones simply because there's so much more to catch up on to be relevant to the conversation. Even if I just have a question about the subject, I'm less likely to post it because I'm afraid that it'll get quickly buried under a sea of comments.
I've noticed on my own threads that the hot topic tag is often a detriment. I tend to get the most comments early on, but even if the topic stays on the front page of the forum new people don't tend to join as often once the hot topic sign goes up, or if they do it's the generic "Me too!" or "I agree!" type posts with no real content.
Just my opinion, though. I don't expect them to be removed at my say-so. Still... a higher threshold might be nice, if anyone is so inclined.
