There is nothing wrong with double posting, as long as you're adding something to the discussion/thread. If it's "lolbump" then you'll be warned, if it's "I updated this skin:" it's fine.
Probably so people don't abuse and bump really old topics, it's only allowed if you have useful information or tacking onto the thread. Ex: Updated: New command. Update: New information on certain topic valuable.

That would be the main purpose of reasonable bumping, yes. When doing so, the bump post should contain some text indicating that reason and referring to the original post.
