How about this:
Members can post broken rules they see.
Like for example:
By: Koto
Link: [URL]
Rules broken: Double post, etc.
Or can be used to lock threads.
This is an idea that came up from a previous forum I was at.
Moderators can frequently check in the thread and complete the broken rules. My opinion is this will help the community.

Ideas? Discuss.

Or report button. Though I understand this when people don't recognize that they are being trolled.

Yeah I guess you‘re right. But this system can still be used to lock threads. Right?

We already have a report button. It's the small exclamation mark button in the top right of every post.
