Basically if the following conditions are met really dumb posts go into the section:
The user has made the same mistake over and over.
They have been informed on what they are doing and how to improve.
They already have gotten an official warning.
They can improve, it's just that they don't want to.
Maybe not even a section, just a thread called "what not to do"

You just want to laugh at other people's mistakes and make yourself feel smart. Just make a bookmark for them and look at them every time you feel the need to pat yourself on the back cause someone doesn't know as much as you about computers or something dumb like that.
but why? That's like saying to a kid "you made a mistake! You'll forever have to live with it!". If a user comes here, their first post is stupid (a genuine mistake) and you're forever laughing at them what incentive do they have to stay and be a cool member?

Yeah, humiliating someone who doesn't speak English very well is a great way to build a friendly community. Shall I just change the background of the forum to "NIELS IS AN IDIOT!!!" for you?
If english isn't his native language it would have been okay with me. But it looks more like that he isn't trying to make good posts.

Even if it is the people who barely even try, it's still humiliation. The social status of people who barely try is already echo'd in the forums and IRC (mostly IRC), so not only is a hall of shame redundant, but it's useless and will never be implemented. Instead, why don't you -try- and help the person, instead of heckling them? I'd understand if it was someone who generally has a bad attitude, but most people that come here are sometimes new to forums, and if the hall of shame was to theoretically be implemented, your definition of people who don't try would also include them.
To sum it up, not happening and will never happen, ever.
