Yes, this occurs with multiple browsers (and multiple machines).
In each case, every log-in makes the same claim [that I am using a new device/location] despite the second (and subsequent) log-ins in each series coming from the same device through the same router/mode,/ISP ie my IP address is constant during the process.
If minecraftforum.net requires the continuous existence of a specific cookie on one's machine,
this information should be clearly and unequivically stated.
Additionally, exactly which cooky(ies) are required should be made clear.

Like most sites, we use cookies/sessions to keep you logged in. If your browser clears those out when it closes, then MCF will have no idea who you are, and there would be no way for it to just re-log you back in. The 3rd party logins may, but based on what you are describing, you are seeing this same behavior with them.
Easy enough to record user IP/account/password combos [preferenrially as a checksum/hashtotal] then only invoke the email malarky when the current combo does not match the most recent previous.
This advantages:
users with a shorter login secuence and higher security as cokies not in active use can be purged
the site by lowering the bandwidth required at each login [no need for additional screen or gernerating & sending the malakry email]
For those interested it is the 16 cookies in the minecraft.forum.net folder that appear to be critical.
[Whether all 16 are needed is unknown because I don't care enough to do the testing.]

How does one get www.minecraftforum.net to persistently remember that one is NOT constantly logging in from a new device/location?
At present every login requires logging into a specific email to get the authentication code.
Once after a long absence makes sense: several times in the same day (when using the same desktop through the same router/ISP) is idiotic.
Did you make a test with another browser?
Maybe your current browser is not saving cookies and/or deleting cookies/cache when you close the browser
