Only for mods, I think. I just tested this on a user whom I think is banned (on the old IPB forum their profile had come up as "Forbidden" because "this user is no longer active" a.k.a banned), and I don't get any tooltip.

Yeah. This user here is clearly permabanned, no doubt, but the tooltip doesn't show.
Isn't samusaran253 banned? He was mentioned in that thread and hasn't been active for 3 years, but I don't see the tooltip.
Most forums allow you to see if someone is banned, and it lets you know whether that user is just inactive or banned.
They're not banned, sometimes people just stop coming here (there is also no 'tooltip' for regular members)
"Most forums let you do this" still doesn't explain why you want this
(as for "most forums", we do pride ourselves on giving our members privacy in matters of warnings/bans)
Apparently there is a way to see notable banned users:

PPNS was removed because of it's generally toxic environment and toxic group of people that seemed to hang out in it (take a look at many of the notable banned users here. What sections did they post in most?). Not to say that all people who posted there were toxic, but many of the people who posted there enjoyed stirring the pot on very dumb issues here (read: their constant whining and moaning).
Overall, it attracted a negative and argumentative group of people that was a big problem for the mod team, so it was broken up. It wasn't just the frequent posters though, many others who posted there much less frequently made very rude, insulting, or uneducated comments in topics that they really had no business posting in. Many of the problems there were solvable, but would just continue to creep back. It was a huge load on us, and truthfully, that section offered absolutely nothing of value to this website, so rather than putting band aids on a bullet wound, and spending hours upon hours cleaning up posts and doing reports, it was just removed.
In the old system you were able to see if someone was permabanned. I don't see how permabans should be kept private. Again, I don't care at all about seeing other people's infractions or tempbans, but if there's anything that regular users should know about, it's permabans.
Seeing that someone is permabanned wouldn't affect that permabanned user's feelings cause he can never log in again!
There has never been away for non-staff to see if a member was permabanned. You could infer it from not being able to see their profile, but that was never 100% true.
Again, I don't see "I want to know who is permabanned" as a good enough reason to trump someones privacy
How in the world is that privacy? Every other forum I've been on will tell you if someone is banned, even tempbanned. What user would get butthurt over having a "banned" icon next to his name when he can't even log in ever again? And the only reason I want to see if someone is permanently banned is so that I could know if an inactive user is just dead or actually kicked out forever.
BTW why are moderators allowed to see if someone is permabanned? Besides the reason of giving out infractions to a banned user.
Why should regular moderators have the ability to see this when ordinary users cannot?
Because if they see a banned users comments and cannot see if the user is banned, but the comment violates MCF rules and promptly issue a warning (for missed violating comments happen). However only later to find the user was PB anyway and realize they wasted a precious portion of their time doing that warning issuing (I doubt is possible to issue a warning to a PB profile anyway).
There is no common sense behind a reason for regular users to see if someone is banned or if their profile was closed at the discretion of the profile owner. If the profile is attempted to be visited and you don't have permission, that profile is either banned or they, the user, had their profile closed. That is all you need to know. No point in dragging such petty beg and desire thing on.
So we can moderate correctly, if we didn't have the moderator tools we have we would just be members and couldn't moderate
Tell me how seeing if a user is banned can help the job of moderation, besides letting you know that you don't need to give a user an infraction because he's already permabanned

That's exactly why.
We look at the warnings list, see the guy's permabanned, and just delete the offending post, instead of going through the farce of issuing a warning to someone who can never see it.

It doesn't show the tooltip for me either.
No one in that thread is banned.

And my question is still unanswered, can regular users see if someone is permabanned?
