To prevent people from getting frustrated by getting their threads here locked by just posting a Wishlist, I think there should just be a Sub-Forum in this Forum that allows people to post wishlists. This website did so:
"Portfolio" Sub-Forum was made for people to post wishlist suggestions for Terraria. Why not here?
If someone posts a Wishlist here and not the sub-forum, the Moderators can simply move that wishlist to the Wishlist Sub-Forum, and not lock them like a butthole towards people who'd like to express their full list of ideas.
Seriously, a Sub-Forum for wishlists is a better idea than you think. It's by far the most restricting rule in this forum that makes a lot of people look down upon it. It completely negates the opportunity for people to express their ideas, and pretty much is a pointless rule overall. I'm not saying obliterate the rule, but do something that lets people get around that rule without flooding the main Suggestion forum with wishlists.
Funny how you managed to post this in the wrong section; what makes you think people will post wishlists, a rather broad and vaguely described idea, in the correct section? It is much more beneficial to just lock the threads than moving them; it enforces the rules rather than changing the rules for the people.
(Of course the second bullet point isn't relevant here since they won't be competing for the same topic list, being in two different sections instead.)
I actually think the second point is still relevant to some extent. It'd be wishlists competing with each other, but quantity>quality is still probably going to make the large wishlists more popular, or at least more discussed, bumping off other wishlists that are at least vaguely thought out if they're commented on at all. Considering the section has 5 threads with more than 50 posts and on the front page has a most recent post as far back as Nov 10, I doubt there would be much difference here. Most threads would get posted and die immediately.

Not to mention that wishlists aren't allowed already.
Well, you know, if they read the rules.
Those threads can obviously be moved to the sub-forum.
If they read the rules, they wouldn't be posting wishlists to begin with.
