Anyone who uses strobing or rapidly flashing avatar images, with the intent of causing epileptic seizures or neurological disruption in other users, will immediately be reported with the utmost prejudice; and I would request that moderators consider an immediate ban for such, as well.
Deliberately inducing seizures can be potentially life threatening. This is despicable, sociopathic behaviour, and it cannot be tolerated.
I will agree with the report, but I'd only think they should get a warning, followed by removing their avatar.
And, really, most games/videos have epilepsy problems, that can't be controlled. Read a Nintendo video game instruction booklet, there's a warning for it.

If it was entirely clear that this was the avatar owner's intent, then sure, they'd require some strict actions to change their behavior. But most flashing avatars I've seen are usually used just for fun, with no malicious intent. Forum members are given the benefit of the doubt when the real circumstance can't be discerned or guessed at. A request can certainly be made, but understand that banning someone because they MAY have had malicious intentions is unfair.
