I have been playing on my 1.7.3 Map into 1.8 and now into 1.9. And with the newest pre release, I decided to find a mineshaft so I can get a Melon farm going. Yet with all my searching, and all of my wasting of Ender Eyes, I have not come across 1 single Mineshaft or Stronghold. I am roughly 4000 blocks from my explored areas in 1.7.3. And I can find Ravines and swamps, even seen a Mushroom Biome. Yet still no Mineshafts, so is there any way to turn on these structures?
I'm pretty sure you need a new map, bro. I am unsure about mineshafts, but I know strongholds are determined when a map is first generated, a step that was preformed for your map before there were strongholds.
I could be wrong, but I make a new map for every version.

Since Eyes of Ender and Strongholds are both features that were implemented well after 1.7.3, it's no surprise that you're having trouble with them. The simplest solution is to always play a map that was generated in the same version of MC that you're playing.
I remember that Eyes of Ender point you toward where a Stronghold would be generated based on your seed, not necessarily the actual location of a stronghold if you're playing a pre-1.8 seed. It's likely that using an Eye of Ender to find a Stronghold will only work if you're within fresh chunks.
Assuming that Strongholds are now infinite like Jeb (I think it was him) promised on twitter, I'd suggest going to the nether, walking a while and creating another portal to take you to the surface, far away from your original location. Use some Eyes of Ender in the new location to find the nearest Stronghold.
P.S. Eyes of Ender don't point you toward abandoned mineshafts.
Yes worlds generated in 1.7 won't generate any mineshafts or stronghold, and as far as I know not even chunks generated in 1.8 or later in the same map will. You have to either start a new world or edit the level.dat file with NBT Edit to enable structures (and even then you will only find them in new chunks).

All maps before 1.8 are tagged to not generate structures. They won't appear naturally, no matter how far you travel.
Assuming that Strongholds are now infinite like Jeb (I think it was him) promised on twitter, I'd suggest going to the nether, walking a while and creating another portal to take you to the surface, far away from your original location. Use some Eyes of Ender in the new location to find the nearest Stronghold.

I can confirm to you that mineshafts will generate in new chunks on a 1.7.3 world, I have one that we started playing and have since upgraded to 1.8 and I was exploring a mineshaft the other day.
I stand corrected then. Everything I've read and experienced indicated that the "generate structures" bit was set to "off" on maps created before 1.8. But if you are seeing mineshafts, that would appear to be false. Unless that bit only affects Strongholds and NPC villages? I would have thought mineshafts would be included in that.

Either the 1.8 prerelease or the 1.8.1 prerelease was supposed to give older maps (my map is a 1.5 map) structures by turning the structures on in the software code. I have never found an abandoned mineshaft on my world save. I know it has worked on some maps - for example: I downloaded PaulSauresJr's map when he put it up for download. I found an abandoned mineshaft almost immediately. I watch Coestar and Betterspud21 on Youtube and they both have found abandoned mineshafts by traveling far distances.
Why some maps generate them is a mystery but mine unfortunately did NOT. I even used MCMaps to search my entire world for rails (common in mineshafts) and could find only rails I had placed. I too wanted to have melons for my world and after that I wouldn't care if I ever found another mineshaft.
I hope Notch will eventually have them grow wild in the world like pumpkins and then I will hopefully find some somewhere....

I have a world generated in 1.2 and I've found a village in it. Abandoned mines EVERYWHERE. I can hardly dig my own mineshaft without intersecting with one. I have made no special modifications to the file and I have never downloaded a pre-release. Just remember, there is no guarantee that any part of an abandoned mine or stronghold will be visible from the surface.
Also, I don't see how using Eyes of Ender to find strongholds could lead you 4,000 blocks from the origin. They never generate much more than 1,000 blocks from the origin, unless Mojang has changed their generation to unlimited in the most recent pre-release. My brother once had a world where the compass pointed away from the spawn point, though, so you may be having that bug.

If you are particularly attachted to your 1.7.3 structures, but want to update to 1.8 or 1.9preX, get WorldEdit (though I'm not sure about updating to 1.9preX, only 1.8... :-( ). Create a selection of all your buildings, copy it, load the new world, and paste. Instant transition! Now you can have your Minecraft cake and eat it too. I have used this trick several times.
