He's probably referring to hexagons, there's a mod for it but I don't know if it ever updated past 1.12. It was neat in theory, but in practice it wasn't that great (very tedious to access different chunks because they were height-randomized so you had to build stairs or other accessibility features as you went).

If you are referring to this mod it appears that it built walls between biomes, which can easily be eliminated and use the built-in smoothing that the game uses between biomes with different heights; otherwise, you'll get sheer walls between biomes (notice the cliffs around the river and desert hills; this was from an experiment where I disabled the smoothing, except for the interpolation from a 4x4 to 1x1 block resolution).

what do you mean by "octagon biomes"? If you mean octagon-shaped biomes that's geometrically impossible.

Not necessarily, there could be filler in the middle and the biome blending covers it up so it's not a stark delineation.
