I have an issue I'm at a complete loss for. I just built a gaming pc. My prior pc had a complete crap $50 amd graphics card in it, and it ran better on minecraft than my current. My setup is a Ryzen 2700X, 16gb RAM, and a MSI 1660 Super Gaming X. I'm playing the MC Eternal modpack, and I'm having a lot of graphical glitches. Weird lines spazzing out between blocks. Dark oak planks all have glitchy white lines running between them, as do basically every other block. I'm running the Sphax PureBD Texture pack. I tried it without Optifine, and my fps drops down to unplayable. I don't get why my absolute crap old gaming setup ran better than this new one.
I'm CPU is overclocked 13% and my GPU is factory overclocked. But why the heck would a good CPU and good GPU run so bad compared to a bad setup. Call of Duty runs amazing at Ultra settings, but I gotta run modded minecraft at low?
I'm debating on getting a RTX 2070 Super anyways, but I need to know, is this an issue with mc or with me not doing things right.
I don't known what could be the issue for you, I run a very simillar setup to you just with a better graphics card. I don't know why it would act so weird. the only time i get lag is when im running 100+ mods. odd.
I'm debating on whether or not to send this one back and go ahead and pick up a 2060 or 2070. Depending on how much I want to drain my motorcycle fund lol.

if you have all your drivers updated chipset ones included you could try the vanilla snapshot minecrafts to see if they run bad(1.15.x runs ok for me 90+fps with lots of dips to 60-30fps or less when moving on my ryzen 9 3900x / gtx 980 on a new map that has had time to load(generate) the chunks. were as the snapshot runs much smoother 200+fps for me (both are vanilla with the render distance set to 32 and everything set high as possible) this being said i limit my games frame rate to 75fps do to my screens max framerate and it saves power on frames that are just discarded anyways
