Hello How can we convert from 1.12.2 to 1.14.4, or copy or set the world map so that all biom and structures are placed in the same coordinates. thanks for your help
You just open the world in the newer version, you should take a backup first in case you decide you prefer the older version (in the latest versions the game offers to make the backup itself), you CAN'T take a world back to an earlier version once you've run it in a newer version, that will almost certainly lead to corruption and regeneration, losing any progress you've made.
If you plan on continuing to play on the earlier version as well you should create a new profile (the launcher calls them installations now) with a separate saves directory to avoid opening a world in the wrong version. In that case just copy your world from the old profiles save directory to the new one and then you've got an extra backup as well.
You'd have to travel outside the area you've already explored to find new biomes and permanent features like new villages.
New mobs like drowned should spawn in old chunks, villagers should behave according to the new rules, if you have traded with them they will probably keep their old trades, new villagers will have new trades and regional dress.
If you want new structures closer to home you could use a world edit program to delete chunks outside the area you want to keep so they will have the new generation.
